Addressing some more Debian bugs

I've been going through more Debian bugs. A lot of them seem to be
specific to initscripts rather than the upstream code/package, so I'm
focusing on the latter for now. Here is what I've found so far:
881490 (Feature requests asks that, when user provides no valid action
for shutdown that we immediately power off, killing any running
processes. This sounds terrible/dangerous and we will not implement it
upstream. Report can be closed.)
898176 (This bug probably has little to do with SysV init. There hasn't
been any new information from the report in about six months. Can
probably close bug.)
860152 (Report asks init U to operate on multiple instances of init. But
init should only ever be running once. Can probably close this bug.
Unless we can find out how user got two init processes running in the
first place.)
846590 (I think this is a permission issue rather than an init issue.
Not sure if it should be closed or not, but I don't think we can address
it in sysvinit.)
818311 (I cannot duplicate this. Since the report says the problem
started suddenly and there were no updates to sysvinit at the time, I
suspect this is a kernel issue.)
782174 (This is an upgrade/packaging issue about cleaning up inittab
when installing systemd. Not related to upstream. Probably not wise to
remove inittab automatically. Recommend closing report.)
209135 (Report requests changing output of last to make lines different
lengths - no padding. No compelling reason to do this and it will mess
up formatting. Recommend closing the report.)
386454 (Report asks Debian to use four text consoles instead of six. No
practical reason given. Recommend report be closed.)
465975 (This is probably an acpi or kernel issue rather than init.
Report cannot be duplicated and can probably be closed.)
538257 (I think this is a valid bug, but it is a packaging/downstream
comment added to inittab. Not something we manage upstream.)
619867 (This bug report deals with distro-specific scripts rather than
upstream init.)
675378 (Cannot duplicate this bug reporting ctrl-alt-del does not work
in a fresh install. Probably something else blocking the keys?)
759521 (Invalid bug. User seems to be confusing other distributions of
Linux with other flavours of Debian, ie the kFreeBSD and Hurd ports. Can
close.)
774448 (This bug deals with migrating from sysvinit to upstart. Is a
packaging/upgrade issue and, given upstart's status, can probably be
closed.)
833126 (insserv bug. This is Debian specific, but looks like a good
suggestion.)
580773 (insserv bug. Accepted suggestion. Applied patch upstream with
modifications. Can close.)
630661 (can be closed, has been fixed upstream)
719273 (can be closed, has been fixed upstream)
146411 (can probably close as it looks like Debian has resolved this bug
in another way)
