Policy change regarding init systems under discussion

Hi,

I'd like to point at bug #911165, a discussion started there about a
policy change regarding init systems.

As at least some maintainers already seem to consider only shipping
systemd service files but no init scripts to be bugs of severity
"whishlist". I wouldn't like policy to be changed in a way to back them
up.
