Merge branch 'deploy' into deploy.spirit

* deploy:
  Makefile: Use buster's Qemu on stretch.
  Makefile, bin/chroot-maint: Allow source distribution selection for Qemu.
  bin/chroot-maint: Add missing format argument to diagnostic.
