Merge branch 'deploy' into deploy.universe

* deploy:
  Makefile: Include C++ headers in the cross-tools bundle.
  Makefile: Use buster's Qemu on stretch.
  Makefile, bin/chroot-maint: Allow source distribution selection for Qemu.
  bin/chroot-maint: Add missing format argument to diagnostic.
