Minor update for sysvinit and a repository change

Hello init enthusiasts,

I'm pleased to announce a minor release of SysV init, version 3.15. The 
new release contains one small code change which speeds up a string 
length check.

A bigger change is SysV init has moved from GitHub to CodeBerg.
