I'm pretty sure there was legal crypto before the wars - which were more 
about making it illegal.

Criminals? Whatever happened to presumption of innocence? Until the safe 
is opened there is no evidence that they are criminals.


And indeed they may not be. RIPA part 2 doesn't just apply to criminals.
