I disagree for practical reasons. We can't count on either the
"upstreams" or the distro developer package creators can be counted on
to make/include any scripts. The only way to ensure that scripts for
the various inits are available to users is to package them all
together. And I suggest besides the Debian package, you also publish a
tarball so users of *all* distros can have them, even if their distro
is sabotaging particular init systems.
