No, this won’t upgrade existing bin:lsb-release packages.
Ideally rename the binary package (needs to go through binNEW of
course), but this will leave the existing users of lsb-release-minimal
hanging in the same way… but since it’s only in experimental, this
is probably okay.
For lsb-base, just adding the files to bin:sysvinit-utils together
with all three of Provides/Conflicts/Replaces (and yes, this needs
Conflicts, not Breaks, even if lintian is going to complain) and
stopping to have a separate lsb-base package should do the trick
because sysvinit-utils is Essential.
