Hello!

Why is startpar(8) is installed into private directory? As I checked,
/etc/rc script is fine with startpar(8) in either /lib/startpar or in
$PATH.

Actually, I believe startpar(8) should be startpar(1), since it can
useful to non-privilleged user. (GNU Parallel maybe more powerful, but
still).

So I intend to move startpar(8) into /sbin on 0.62-1 upload. Objections?

@Jesse, could you please consider changing section of manpage to 1?
