Spring cleaning.

Overhaul for newer Autotools, and swapping in and out some skeletons.

  * We have new skeletons for C# and .ac files (e.g., configure.ac).

  * We've lost skeletons for .mxd (never implemented the reader), .gc
    and .wml.
