   8 * The first thing you need to do is pick your [[background|Backgrounds]]
   9 * Character attributes start at a base of Human.
  10 * 50 additional points can be spent on the character.
  11 * No more than one attribute of 25 or more (Amber level).
  12 * No more than 5 points of Good or Bad Stuff allowed.
  13 * No more than 15 points spent on powers which have been divided into [[partial powers|Partial Powers]].
  14 * No more than 15 points on items, and no more than 8 points per item.
  15 * There are some [[things to be aware of|Notes on Powers]].
  16 * Various kinds of [[allies|Allies]] are available.
