Play better with non-FHS distros

* Makefile.am: Remove rootprefix, rootbindir, and rootlibexecdir.
  udevrulesdir is substed from configure.ac.  Adapt distcheck.

* autogen.sh: Make more normal.
* configure.ac: Add --with-udevrulesdir.  Remove --with-rootprefix.
  Detect bin dir for udev.
