+  - copy the content of /lib/udev/devices to /dev
+  - create the standard symlinks like /dev/std{in,out,err},

+    and creates these nodes to allow module on-demand loading
+  - possibly apply permissions to all ststic nodes from udev
+    rules which are annotated to match a static node
