I'm pleased to announce the first generally-advertised release of
Hippotat, my IP-over-HTTP system.

Compared to the previous informal Python releases, Hippotat 1.0.0
is a rewrite in Rust.  Resulting advantages:
  * Doesn't waste so much CPU time
  * I have more confidence in its correctness
  * Avoids a crippling buffer handling bug in Twisted Python

The configuration files are the same as for the Python version, with
two slightly differences: the main config file is now called main.cfg,
not master.cfg, and the [DEFAULT] config section has been abolished
(use [COMMON] instead).

hippotat source, for building, can be obtained from Debian Salsa
  https://salsa.debian.org/iwj/hippotat
(look for the signed tag hippotat/1.0.0).  There are no official binaries.

The Rust code for building the executables is also available via
the upstream Rust packaging system crates.io, as the package `hippotat`,
for those who like that kind of thing.
