I am going to present an alternative argument here. Until the systemd
maintainers decided they no longer wanted to use dh_installinit, that handled
all available inits. It even retains upstart and rudimentary systemd support. I
don't think a new debhelper is absolutely necessary and I would be perfectly
happy with native openrc support being added there.
