Hi, any feedback on this plan?

I'd like to move this forward while the analysis (no pidof is used in 
maintscripts and a clear list of users at runtime) is still valid.

If you (both sysvinit and procps maintainers) agree on the the plan but 
would prefer having to spend extra time working on this, then I 
volunteer to NMU sysvinit first, carry out the MBF (including 
kick-starting the discussion on d-devel@), and, later, carry out the 
simultaneous NMUs of the modified sysvinit and props packages.

This transition can easily be wrapped up before forky is frozen, as long 
as it is started soon.
