Desktop/login and network managers that 100% don't depend on systemd ?

That isn't the case, or at least certainly shouldn't be. Did you chose 
not to install libpam-elogind?

As the wiki page says, that's needed to "provide session management 
facilities, which you will likely need on any system running a desktop 
environment."
