pm-utils, maintainership transfer to the team

When I took this package over Debian was in freeze and I didn't want
to do anything to disturb it.  It could do with some love.[1] Would
the init diversity team like ownership of this package ?

Alternatively I'm happy for it to be just in my name.  Any of you are
welcome to 0-day NMU it.  (Not right now, since I'm dealing with
#1058701, but in general.)

Should I put my version on salsa in gbp (patches unapplied) format ?
I should reconcile it with
  https://salsa.debian.org/debian/pm-utils
I guess.  Should I just push my actual git uploads there ?

Opinions welcome.

[1] Currently will be showing as having no bugs.  This is misleading
and is due to the erroneous removal, see #1058701.  I will reopen all
the bugs when the package reenters sid.
