Opentmpfiles: please have a look at proposed init scripts

It's currently part of systemd, but I think systemd-tmpfiles will be
splitted into a
separate package, because of the conflict systemd vs elogind.
So Devuan will be able to choose between systemd-tmpfiles and opentmpfiles
or something else.
