elogind 241.3 proposed upload

Hello all,

I have prepared elogind version 241.3 for upload to debian now that buster is
released.

The significant changes are:

 - New upstream release, including fix for CVE-2019-3842
 - Simplify libsystemd.so compatibility symlinks (Closes: #926591)
 - Address some AppStream metadata license inconsistencies.

I would be grateful for review and comments.
