bug reply message subjects (was Re: Bug#686965: Unable to reproduce)

Hi Jesse,

it would really help if you wrote the “Unable to reproduce” into the
message body (as first line, so tl;dr-like) and keep in the Subject
what the bug is for.

Many of us deal with dozens of packages and hundreds of bugs at any
given time, and having to look whether this is one of the bugs one
is interested in each time seeing an eMail is cumbersome to annoying.
