Yes.

How about if in the meantime we make an empty compatibility package
  Depends: libpam-elogind
  Provides: libpam-systemd
or some such, which we use for testing, but do not upload to Debian ?

That would make it fairly easy for people who mostly had an existing
buster install to try out the new elogind, before the dependencies are
updated.  Having tested it like that we can upload it to sid and start
asking for dependencies to be changed.
