Tailgating by M843 GFL on Mill Road bridge

This afternoon at about 4:30pm I was riding up Mill Road into town.
As I came up over the Mill Road bridge (at 10-15mph) I noticed this
car was too close behind.

I gestured for him to keep back but this had no useful effect.  So I
slowed down and stopped gradually (so as to avoid a collision) and the
driver then passed me with mere inches to spare.
