Haart's CE54 UKF on pavement, bike lane

We were having dinner on Regent St and observed a car belonging to
Haart drive onto the pavement crossing the mandatory cycle lane to
park on the pavement.

On observing us filming him, the driver started towards the restaurant
but thought better of accosting us (this is not captured on the video,
unfortunately).

After a little while the driver returned and drove off.
