Proposal 251 (Anarchy)

Proposal: Great Emperor of Infinite Power, we Croweaters and Sapsuckers
are disheartened that we have no Weapons to fight the evil 'Eepers and
Demons with. I therefore propose the following modifications to rule 88
in the spirit of Rule 95. Each of of the three races has its own ancient
traditional weapons. The Sandgropers have their Krossbows, the Sapsuckers
have their Blowpipes and the Croweaters have their Boomerangs. These
weapons of course confer no advantage in Duels as their use is considered
dishonourable. Any player may fashion their own unique racial weapon from
1G point. This weapon confers the same benefits against 'Eepers as does
the Krossbow. K points are now not transferable, because they are unique
to the race that fashioned them. (i.e. 1G may always be converted to 1K).
Finally, no one may ever gain more than 2H merely from killing 'Eepers.
Otherwise becoming a Hero is just too easy.
Decision: Accepted with Modifications - K points are still transferable because
you can, at a pinch, use some other race's weapon. Secondly, the + 1 bonus
disappears because it's far too easy to defeat the creatures at the moment.
Modifies Rule 88.

Proposal:
I find proposal 228 difficult to live with. Some citizens of the Empire
lead lives that preclude them from sitting on a court of appeal on
certain days, and may not be able to vote in the prescribed time period.
Therefore I would suggest that the rules are changed somewhat.
Firstly, no player may make a proposal if they should have voted on a
court of appeal and haven't.
Secondly, if after two days a player has not voted, then they are deemed
to have abstained.
Thirdly, no court of appeal decision can be decided on less than three
votes: if less than three votes are received then the court of appeal
must be reconvened with the new latest five accepted proposals.
Decision: I am really against reconvening a court of appeal because it could
go on forever dealing with a different rule. Further, there is no current
capacity for abstaining from a Court of Appeal vote by choice, so how can
you be deemed to have abstained? I'm sorry; the spirit is there but the
substance is just lacking a bit. Rejected.

Proposal:
Oh great and mighty Emperor, whose praises we all sing,
I've just been having thoughts about a most peculiar thing:
The beasts within this Empire are the pacifistic sort
(Except, of course, the 'Eepers, which I'm sure we all have fought).
Now this to my mind doesn't gel - it doesn't seem quite right.
So I propose that beasts are seen in quite a different light.
Those travellers who dare to set their foot outside the city
May be attacked by wild beasts, and eaten (more's the pity).
The lion first, a savage king, resourceful and most cunning.
He has a strength of seven, which appears to me quite stunning.
He's only found quite rarely - let's call it five percent
But he always will attack - he's of a most ferocious bent.
Next we see the jackals, which are weaker and more wary
Although that's not to say that they are really just as scary.
They represent a quarter of the beasts that you may meet.
Their strength is four, and they attack a half of those they meet.
Then we have the dingoes, who are fast and sleek and cruel.
These animals (whose strength is two), they ain't nobody's fool.
They only hunt for prey, I'd say, about one time in four.
But you'll see them one in three, I think, or maybe slightly more.
Now if you meet an animal and it isn't one of those
Then it won't be something nasty - you can stay in sweet repose.
A possum, chicken, horse or cow, a gerbil or a badger.
Or maybe just a mouse, a hen, a goldfish or a spadger.
So if you wander from the path and leave the city streets
The chance is one in ten that there's a creature you will meet.
And five percent are lions, and dingoes thirty-three,
Hyenas twenty five: the rest are safe to you and me.
To fight these creatures you must add your H points and your S's
Add two points for a Krossbow, which can get you out of messes.
Roll a die, add this as well, then roll one for the beast,
And add its strength - the winner of the loser makes a feast.
If you should lose then you will lose a point out of your score.
First H, then S, then C, then A - the list goes on no more.
But if you win, another pelt is yours by right, I feel.
And there's enough meat on the beast to make a lovely meal.
For each location THS can choose, as this seems right
Whether creatures wander in that certain type of site.
Just let me say there are no beasts around the great Black Lake.
They tried it, but the monster ate them all - that's their mistake.
Decision: A poem such as this deserves a fate greater than most

Nevertheless it's simple, and exactly what I know,
To give you for this submission: 2 A points and an O.
You must have spent a lot of time on writing this, it's true.
And so I mark it as "Accepted, Rule One-Twenty-Two".
Before it goes into the lists, to guide all of the nations,
To take account of changes since, some new modifications.
As Croweaters and Sapsuckers have search-ed high and low,
There are some other weapons other than the K Krossbow.
To this end then, the first change must cope for proliferation:
You gain 2 points for having bought the weapon from your nation.
The other change made to this rule is to speed up the play.
For otherwise I'd slow down to one submission per day.
This second change, the final change is simply probab'listic:
Wild animals attack every time, to make it more realistic.

Decision: Rejected because I seem to sense a sneaky trick coming up.
Besides, it's almost impossible to follow an act like the previous proposal
and come away unscathed. :-)

Oh great Emperor, I realise that this is a small point, but rule 88
states that no player may gain more than 2H through hunting, and it seems
to me that some people are wrongly aspiring to Heroship through being
mere hunters. Now might be a good time to bring these people down to size.
Comment: Not if they became a Hero before the rule kicked in, or were up to 2
points away.

Praise: Give thanks to the Emperor, all ye loyal citizens, for he is
good, and give thanks to his Scribe whose patience and hard work put us
all to shame.
Proposal: The foul King of the Veyne Demons has begun plotting against
the Empire. The land of Veyne is populated by Demons. Demons are like
wild animals, except that they all have 5 Strength Points, and because they
use evil and dishonourable methods of combat such as back stabbing that
no Hero would even dream of using, H points do not help when fighting
Demons. A player with positive popularity who moves to the Veyne Demons'
Land will automatically be attacked by a Demon when he moves there and
any turn he remains there. Players with negative popularity will not be
attacked. The Demon King has a strength of 10 because of the +5 bonus
from his Sceptre. Any player who is in Veyne may challenge the Demon King
who will always accept, but H points confer no advantage here either. A
player who slays the Demon King will get the Sceptre. However, the
Sceptre's holder is always Plagued by Demons; a Veyne Demon will appear
every nightfall and attempt to steal the Sceptre (1 in 6 chance of
succeeding). If this succeeds, then a new Demon King arises. Otherwise,
combat will ensue as normal(not that the Demon would have any chance
whatsoever when the player has a +5 bonus...). A player killing a Veyne
Demon gets 1H. A player killing the Demon King gets 3H and 3P.
Decision: Accepted as Rule 123. Kill the Demon King!

Praise: May this Proposal aid our Glorious Emperor in resolving trivial
local matters, that he may be free to increase the glory of the entire
Empire.
Proposal: A Proposal or Rule which mentions exactly one Capital City shall
be considered a Municipal Ordinance. When a Municipal Ordinance is proposed,
if the City in question has a Lord, the Lord of the City must issue to TIE a
recommendation for a decision on the Ordinance. TIE must defer decision on
proposed Ordinances until either a recommendation is received from the
city's Lord, or two Game Days pass by, whichever is sooner. Upon receiving
a recommendation, TIE may either follow it or overrule it. After a Lord has
been overruled by TIE three times, the Lord is automatically Cashiered; i.e.,
immediately deposed as Lord and being awarded CASH in points as compensation.
Decision: Accepted as Rule 125. Lords may be able to reduce my workload.

Praise: Let all glorify the Emperor, whose words echo through the lands,
the epitome of good sense and good humour.
Proposal: A member of a clique cannot support, or be supported by, anyone
apart from the other members of the clique. If they all agree, the members
of a clique may arrange with THS a system such that they automatically
support each others' proposals. If members of a clique duel with each other,
the clique is disbanded immediately. Finally, each clique has a nickname,
usually obscure and rarely complimentary. As soon as a clique forms, the
first non-member to suggest a nickname receives an A point, unless TIE thinks
the name is unacceptable, in which case a B point is awarded and the next
player's suggestion is considered.
Decision: Accepted as Rule 126. It is only fair that cliques end up with
derogatory nicknames.

Proposal 265 (Al-Istar)
Al-Istar kills a Weeper.

Praise: O Wise Emperor who allows his worthy subject Bill to enlighten us
all on the geography of the Empire.
Proposal: Movement within the Empire does not seem to be all that well
defined; for example it takes the same time (none at all) to get from the
Imperial Palace to Adelia City Square as it does from Friment to the
eastern Mountains. My proposal is that:
1) movement between locations within a city shall take one
proposal i.e. there shall be one proposal between notifying THS of one's
intention to move and actually arriving.
2) movement between locations within the same realm shall take two
proposals, and
3) movement between realms sharing a common border, or to/from a
mountain location sharing a common border shall take 3 proposals. Between
realms this movement shall be considered to be from capital city to
capital city.
Movement between realms/mountain locations not sharing a common
border shall require passage through the realms in between (passage
through mountainous regions being too difficult). For example, the journey
from Friment to Breezewane requires passage through at least two realms
other than Sandgroper Country and Bannan Abendland, e.g. Darnia and
Nusowalland and so shall take 3 proposals from Friment to Darn, 3
proposals from Darn to Cinni and 3 from Cinni to Breezewane, making a
total of 9 proposals in all. (you can tell I'm a mathematician, can't you?)
Decision: Great idea, but it's only going to make the game unnecessarily
complicated, so I'll reject it. Sorry, but I do have other things to
do than Emperor this game.

Imperial Cartographer, and that his map be considered to be an accepted
proposal, with any appropriate points due.
Decision: If it was an accepted proposal, it would be a rule, and a map as
a rule is pretty wierd to start with. I'm sorry but I will have to reject
this as well. You just want to get 2 A for giving Bill 2 A, don't you?

Point of Order: I am of the opinion that Bill's proposals 243 and 244 violate
Rule 108 because, while his party seeks to exploit loopholes, the proposals
tried to close a few up. Bill should have, in the spirit of his party, joined
five or six cliques, reaping immense benefits. I'm not sure how his proposals
are to be handled, since the rules currently say that a player just can't make
proposals against his party's platform; it contains no rule for what happens
if one slips by.
Comment: Technically, the aim of the party is to exploit loopholes, but his
actual platform did not say they couldn't close them up. Sure it makes the
job of the party harder, but it doesn't directly contradict the manifesto.
Proposal 268 (Tivol)

Proposal: Trebly Impressive Emperor, I think that members of political parties
that somehow manage to slip by a proposal that others genuinely feel is against
their party's platforms, then those who made the offending proposals shall be
booted out of their parties and, since such a stigma is attached to that, be
unable to join another political party for two whole days.
Decision: Rejected. What is "genuinely feel"? Surely with a loose
interpretation the party structure would collapse completely.

Proposal:
O Emperor who is so great as to deserve praises from a professional rather
than a humble fellow, recently despicable. Big Mad Drongo should be
proclaimed as the first Poet Laureate which then becomes a profession. The
Poet Laureate must submit at least one Proposal in every ten they make in a
suitably poetic form to please TIE, and shall recieve 2 Imperials for doing
so. Further, voting for Popularity on any Proposal submitted by the Poet
Laureate earns the Poet a P point for every two supporters while it still
takes three opponents to lose a P point. If a Poet Laureate should ever
reach zero P points, they lose their position. There can be only one Poet
Laureate at any time.
Decision: Accepted as Rule 127.

I propose that any player who has 'sailed away' is in a state similar to
'Missing, presumed fed'. They may not be attacked, robbed, or duelled
with, because they aren't there. Also they may not make any proposals,
attack anyone in any way, or gain/lose points. This status is lost when
they return to the Empire.
Decision: Accepted as Rule 128, but remember it's not retroactive.
Decision: Rejected by Rule 128, Rule 128 disappears.

Proposal 271 (Bill)

Praise: We salute the emperor and marvel at the impressiveness of his
palace and the strength of his retinue.
Proposal: Players moving in the countryside of the empire are now subject to
attack from wild beasts. It is obviously dangerous for all but the strongest,
most heroic and best-armed players to travel the wilderness alone. Therefore
I propose that players be allowed to associate together. A player can start
following another (not in the sense of following a messiah) in the same
location simply by informing THS, and stop in the same way. When a player
moves, all players following eim automatically move unless they do not have
the required points. The players then form a Travelling Group. If a
following player moves spontaneously, e is deemed to have stopped following.
A player can only follow one other player at any one time. THS will record
when players follow others. If a player does not want someone to follow, e
may drive them away at a cost of one A point and a P point if e has positive
P. The player may not follow that player again until permission is
specifically given or the next time they are both in the same location.
Travelling groups of 2-9 players are proportionally more likely to encounter
an animal in the countryside, larger groups are certain to meet one. When
a travelling group is attacked by an animal, it fights in one of two ways.
Either a single player uses eir H, K and S points to defend against it or all
the members combine their S and K points. The group will do whichever gives
the higher strength against the attacker, if the chances are equal one player
will fight. If several players are equally powerful fighters, THS will choose
one at random.
If the fight is lost, one member loses a point, and if a single player fought
e is twice as likely to be the victim than any of the others. If a member
defeats an animal e keeps the pelt, but when an entire group kills an animal
it destroys the pelt in the process.
This does not apply to 'eepers. They only attack individual players who
make proposals in their territories.
Decision: Rejected because it would dramatically slow the game down.

Proposal 272 (Bill)
Praise: The Emperor's policies are a fine inspiration to lawmakers
everywhere.
Proposal: Many features of the game are timed in numbers of proposals. But
several other kinds of action, such as parties, duels, tomes, resubmissions
and party platforms are also numbered. To make things easier and bring the
rules into accord with current practice, existing and future rules referring
to numbers of proposals for timing purposes will be deemed to include all
numbered submissions unless they imply otherwise.
I envisage this applying to the timing described in rules 13, 60, 62, 66,
68, 73, 82, 86, 90, 103, 114, 115 and 117. It will not affect 58 or 69.
It is possible for large numbers of actions to occur between updates of the
WWW site. (After all, TIE has other duties.) In the interests of fairness,
no deadlines set on a player's actions can expire sooner than five proposals
after they are published. If necessary, they are automatically extended.
Decision: Accepted. All uses of proposals implying anyone's proposals will
be taken to mean submissions. Becomes the new Rule 128.

Proposal: Great Emperor whose duelling skill is renowned the world over,
it would seem slightly illogical that two players can challenge each
other to duels when in widely separated locations of Your Empire. I
therefore propose that duels may only take place when the challenged
player is in the same Location as the challenger. If the challenged
player is not in the same Location, he can simply ignore the challenge.
If the challenged player should then move from the Location, he will be
taken as having declined the challenge.
Decision: Accepted as Rule 129. This should make it harder for Jay.

Praise: The Emperor is like the sun rising from the mist,
illuminating all where once was murky confusion.
Proposal: If a member of a clique declines a duel, then every member of
the clique loses 1P to the winner. (There is little benefit to being
in a clique with a coward.)

Proposal 275 (Anarchy)

Praise: Hail the Emperor, may he live forever. Let us all sing the
glories of TIE!
Apology: Sorry, this is a bit long, but it wouldn't be complete if it was
shorter. May the Emperor be gracious.
Proposal: Although not everyone may be Infamous, some people may yet be
Evil, and aspire to become Villains. A player with at least 1 E point is
considered to be Evil. E points function for Evil players the same way H
points do for normal players, and when a H point would normally be
awarded to them e.g. for hunting they will gain an E point instead.
Additionally, when any player performs an Evil Act they will gain 1 E
point. Evil acts include:
- Stealing or attempting to steal
- Breaking the copyright laws
- Being in cahoots with the Demon King
E points cannot be transferred between players.
When a player reaches 3 E points, they shall be declared a Villain.
Although Villains cannot win the game, they have the following
advantages; they can always attempt to steal from people whether or not
they are of the thief profession, and they can choose to attack people
without challenging them first. This functions in the same way as an
accepted duel would.
Villains are distinct from Despicable Fellows. In fact, there is nothing
to stop Villains becoming Popular, although this in unlikely.
As Villainy is the antithesis of Heroism, any player with both an E and
an H point in their score will find that they cancel each other out.
If a Villain is Forgiven by the Messiah, all his E points will be
converted into H points.
If any player defeats a Villain, they will gain 2H and 2P, and the
Villain will forfeit 3 points to the victor, these points being chosen by
the victor. The Villain loses his Villain status and becomes instead a
Prisoner.
Decision: Okay - you get E points by doing evil things, but currently nobody's
doing any of these things. Secondly, evil people can't win the game anyway
as you have to be a Hero. Thirdly, what happens to negative E and H points.
You should note that only one person would currently be evil, and who would
want to be evil if it stopped them winning the game? The idea is quite
interesting, but the execution falls down somewhat. Unfortunately rejected.

Proposal: That should a Hero fight a duel without proper grounds, he shall be
cast into disgrace, losing all his H points and all but one of his P points.
Grounds for a duel shall be if the challengee 1) is a despicable fellow 2) is
Infamous 3) is an anti-hero (negative H points) or 4) is worthy of challenge
(having S+H 2 or more greater than that of the Hero).
Decision: Rejected as you forgot to include your popularity votes.

Proposal: Enlightened Emperor who knows the true value of balance in all
things, I propose that in order to make things more interesting and give
the Heroic a challenge, that we can have Villainous players in the game.
Players may declare themselves to be Evil. Evil players function just as
normal players do, but they will get -H instead of H points. Anyone with
negative H points is automatically considered to be Evil anyway. An
evil player who reaches -3H is declared a Villain. Villains can win the
game, just like Heroes. When fighting, Villains ignore any effects of H
points because they use dishonourable tactics like the Demons do.
Villains can Ambush anyone in the same location as them; this counts as a
Duel, but there is no opportunity to reject it. They lose 1P for this.
Should a Villain be forgiven by the Messiah, all their negative H will
miraculously become positive H points. It is the duty of Heroes to defeat
Villains. Anyone who defeats a Villain in combat shall gain +1H +2P in
addition to whatever benefits they might normally gain, to discourage too
many people from becoming Evil and to give the populace an incentive to
deal with them.
Decision: How can I reject it now? You took my advice, so this one goes in
as Rule 131.

Praise: Let the emperor's message be spread throughout the lands. And no
talking back!
Proposal: This is to announce that the Imperial Sub-etheric Radio station
will shortly be coming on air. We at ISR believe in giving YOU, the
listeners, the programmes YOU want to hear! To this end we will appoint
ordinary players as DJs, normally once every three days. The only
qualification for becoming DJ is having positive popularity. The job is
well rewarded and fun, so DJs receive a D and a J point immediately.
To maintain a high standard, DJs who fail to fulfil their duties will be
given The Boot: they lose the points they got when they were appointed and get
a B point. They also lose the job, of course!
As yet, the only duty of the DJ is to organise ISR's trivia competition, in
which you can win a CD! The rules are simple: on accepting the job, the DJ
will broadcast a question about the empire whose answer cannot be worked out
just by looking at the rules etc, and announce the name of a CD to be the
prize. Any player apart from the DJ and Despicable Fellows may submit one
answer.
At the end of the second day in the job, THS will forward all answers received
to the DJ. We believe in running a fair competition, so the DJ will not be
told who submitted them. The DJ will pick the best answer and the player who
thought of it will receive the prize CD and have the chance to be the next DJ.
If, in the DJ's opinion, no answers of any quality have been received, or if
the competition winner does not want to become DJ, the existing DJ will retain
the post for another three days, but not gain any more points.
We have arranged that whenever ISR is without a DJ, TIE himself will appoint
a successor! Imperial appointees are chosen at random from popular players
unless TIE decides on a different method. A DJ appointed by the emperor may
not refuse the post.
Decision: I welcome ISR to the Imperial household. Keep the music coming!

(Clique members cannot resign, if they want to leave they must do something to
break up the clique.)

has outlived it's usefulness and should be erased to reduce the workload
of THS.

Proposal: As a new Sapsucker citizen of your Great Empire I have noticed the strange behaviour of some points. I propose that G (Glumba wood), H (Hero), I (Infamy), K (Krossbow etc) and S (Strength) points should be restricted to zero or positive numbers. Players whose scores currently include -ve numbers of these points would have them raised to zero. Also future events which would have reduced H points below zero instead should reduce P by the same value (as the reduction of heroic status makes one unpopular and leads to Infamy per rule 104). Events which would have reduced S points below zero now have the unfortunate consequence of DEATH for the player concerned. In TIE's infinite mercy
you may choose to give a one-off bonus of 1 S point to all players with no S points to avoid an untimely rash of fatalities.
Decision: Accepted with Modifications. The 1S bonus will be given, but
H and I points can be negative as well as positive. Only G,K,S must be
non-negative. Becomes Rule 133.

Proposal: I suggest the following change to rule 119. As it is impossible for
a player with no C points to win the game I suggest that a messiah should not
have to renounce such points when he hands over his worldly wealth. I note
that it is also impossible for an Infamous or Risable player to win the game,
but in this I find no cause for concern as they are by definition unlikeable.
Decision: Okay. The Messiah can keep C points. Modifies Rule 119.

Proposal:The Great Monolith, Uluru may only be reached by a treacherous
journey upriver from the town of Lice Springs, in southern Darnia. The
journey is so dangerous, that an unskilled boatman has a 50% chance per
point type of losing a point of that type; one H point will however be
gained. Fortunately, the boatmen of Lice Springs are highly skilled at
their craft (their annual regatta being famed throughought the Empire as
a display of great skill and daring). For a fee of 5 Imperials a boatman
can be hired to ferry a player to Uluru and back in perfect safety.

Proposal: A player who becomes dead immediately loses all points, and is
transported to a distant land, known as the gods' own country. A dead
player no longer gains the usual rewards for proposals, but is awarded 1L
(for Life) point per accepted proposal and loses 1L for a rejection
(negative L points are allowable). No other points may be gained. On
gaining 10L a dead player is restored to life in their last known location
with 1C point. A dead player is not in a position to praise his emperor,
and so this requirement is dropped. A dead player's proposals are only
acceptable (though they may still be rejected) if they relate to some
fixed property of the empire, such as geography or history (though not
necessarily restricted to these two).
Decision: Great proposal, but rejected - you forgot to vote again.

Praise : Oh Mighty Emperor, to whom the passing of a millenium is
but a mere second of time.
Proposal: Should a duel be proposed between two players, and the
challenged party refuse to fight, then at the moment, there is nothing to
stop the challenger from challenging the same player again on receipt of this
decision. Surely this is unfair, because the challenger would have
already recieved 1 P point from the kitty of the challenged party.
Because the challenged party would have had reasons for rejecting the
duel in the first place, behaviour such as this could only be seen in the
eyes of any just citizen of your Empire as bullying. I would therefore
propose that should a duel be rejected by the challenged party, then
another challenge between the same parties may not be issued for a period of
two days (40 proposals).
Decision: Accepted as Rule 134, except that 40 Proposals is actually one
day and one night, so 40 proposals will be kept as the time limit.

Decision: All these shields, but no-one's using them! Besides, who'd waste
7A points worth of D on a lousy shield? Rejected.

declare themselves to be evil, or have -H points should have thier P points
reduced to zero if currently greater than zero.
Decision: Accepted. It is reasonable that villains are unpopular, and this
will be modified to make it a permanent state of affairs.
