Comment: Bad move, telling me what I should have said. I'll have to make up for this by adjusting the score. You were attacked 4 times by a Leaper. You defeated the Leaper 3 times, so you lose 3 A but gain 4 G and 3 pelts. You also gain 3 H points, becoming a Hero!

Who reviewed proposals of every kind
So I made a small proposal
Put my idea at his disposal
Perhaps he'll pass this rule of mine.
Proposal: A player who has previously had a proposal accepted may start a Political Party. The founding player must give the Party a Party Name and a Party Platform (a statement of the Party's goals) which are both public knowledge. Any player may join a Political Party by declaring to THS that they are joining. A member of a Political Party cannot make a Proposal which violates or opposes the Party Platform. Political Parties may accumulate positive and/or negative P (popularity) points just like players; a Political Party gains a P point any time a party member has a Proposal accepted and loses a P point any time a party member has a Proposal rejected. When a Political Party's P total reaches or exceeds +5P, all of the Party's P points are divided equally (rounding up) among members of the Party, and the Party's P total is reset to 0.
Decision: I don't know how a party can be popular, but this deserves to be included for the sheer anarchy value. Accepted as Rule 108.

Proposal: Mighty Emperor under whose wise guidance all of civilization flourishes, we cannot afford to let our realm fall behind the other Imperial Games in scientific advancement. My proposal is this; the Empire has far more diverse biological resources than any other dimension, it is natural that your imperial scientists should be the first to discover the secrets of DNA cloning, thus providing all the benefits of DNA without the need for messy matters such as sex. (Look what's going on in SevenLand. It's disgraceful.) The letters A, C, G and T in a player's score constitute that player's DNA. By spending the required points to execute the Polymerase Chain Reaction, that is PCR, the player will receive the complement of the DNA he possesses; that is, he gains 1T for every 1A he had, 1G for every 1C, 1C for every 1G and 1A for every 1T. Yes, I know G is defined as Glumba Wood, but that's only because the DNA in Glumba Trees is particularly rich in G.
Decision: Accepted as Rule 109, but only because I can't be bothered to think of a reason to reject it.

Proposal 209 (Anarchy)

Proposal: Rule 42 states that any player sailing away to either of the other Imperial Games who brings back a suitably large amount of tribute shall be 'rewarded' with 3I points. This is hardly a reward. I therefore propose that instead, they shall gain either 1H or 2H points depending on what the Imperious Emperor thinks of the tribute. Insulting 'tributes' such as Bags of Dog Doo shall be punished by deduction of H points.
Decision: Yes, Rule 42 is outdated. Accepted as modification to Rule 42.

Proposal: A proposal submitted without praise shall be regarded as insulting to TIE and penalised with 1 I (for Insult) point. A proposal containing a direct insult to TIE shall be penalised by 3I. A player holding I points may not be named the Winner and must spend 1C to get rid of each I point held.
Decision: Rejected. Nice idea, but it means that people who are already infamous can gain I much easier than ordinary subjects can gain P.

No newly created Magic Word may already be present in any player's score, and no Magic Words may contain any letters other than the holy A through T.
Decision: Rejected, as a player who discovered the last Magic Word could create 3 New Words to win them the game.

Praise: Glory to the emperor, who is an example to us all.
Proposal: While all right-thinking subjects praise the emperor, their steps are dogged by those who are infamous or are Despicable Fellows. However, these types of player have problems too. No Despicable Fellow will have a tome accepted by the Imperial Library, as it would undoubtably be a bad influence on the empire. Infamous players cannot have books accepted either, and also are unable to challenge on behalf of their tribe under rule 71 - they have no support from their compatriots. There is an advantage for both Infamous players and Despicable Fellows, though. The pirate Longbeard prefers to challenge other players (seeing them as easier prey) and will not attack them unless there are no ordinary players in the location.
Decision: Rejected as I don't want Infamous people to gain through their infamy. This is supposed to be a crime-free empire, and infamy shall not pay.
Score: 1 B, 1P to Tivol (supporter).

Proposal 215 (Bill)

Praise: May the emperor's influence grow ever greater and his wisdom spread ever further!
Proposal: Although many of the Veyne demons refuse to accept the emperor, there are pockets of resistance to the Demon King. Any player who succeeds in smuggling copies of a book or books in the Imperial Library to the Veyne Imperialists will receive two A points per copy plus one H point.
The Veyne demons' land has its dangers. A player visiting Veyne has a 2 in 6 chance of being stopped by the King's guards (a player staying there has a 2 in 6 chance each day and each night). If a player who has no Infamy, and/or is carrying Imperial books, is stopped by the guards, e will be imprisoned until dawn. E will then be expelled from Veyne and ferried to the docks at Wellworn, which is by the way one of the Southern Seaports. Any books and weapons will be confiscated.
A player who is imprisoned cannot submit proposals, snub, be a member of or appeal to the Court of Appeal, take part in a duel, be challenged by Longbeard, contribute tomes to the Imperial Library, make a Krossbow or sell objects to the Imperial Merchant. Obviously e can't move or Sail Away. Nor host parties. Imprisoned players may sponsor and support other players, vote on proposals, raise points of order or smoke weed. The probability of being robbed by the guards is assumed to be the same as being robbed by thieves.
Decision: Rejected. This proposal is a bit harsh on the imprisoned, who are merely trying to benefit this Empire. Also, are you encouraging the breaching of my copyright laws? This cannot be.

To promote Heroes and Heroism throughout the Empire; to encourage young entities to take up the trade of Heroism; to assist in ensuring Imperial support for Heroes and Heroic acts everywhere. No member of the party shall make proposals harmful to the cause of Heroes (with the exception of providing worthy foes for Heroes to meet in Combat) nor make proposals which support Despicable Fellows, who are the antithesis of Heroes.

Proposal 217 (Jay Luo)

Praise: We all love the Emperor, and we hope the Emperor loves us.
Proposal: A Prostitute is a player who will mingle DNA for monetary reward. This is a popular, albeit technically illegal, profession, and so a player who becomes a Prostitute immediately gains 2P. Any other player in the same location as a Prostitute may pay the Prostitute 2 Imperials to perform a PCR on them (without need for expending the actual PCR). A Prostitute may refuse to serve any player, but gains 1A for each service. A Prostitute also gains 1A and 1P for appearing at any Party and peeling off their genes. The Host of a Party must pay 2 Imperials (or a point of the Prostitute's choice) to each Prostitute who appears at the Host's Party, but the Host also gains 1P for each Prostitute appearing at the Party.
Decision: One - Bad Puns. Two - makes gaining useful points too easy. Three - This game is to remain "sex" free. Rejected.
Score: 1 B point.

Point of Order: Some of the rule numbering in proposal decisions has become confused: P179 and P183 both claim to become rule 101 (they appear as rules 101 and 103 respectively) and P181 and P184 both claim to become rule 102 (actually Rule 102 and 104). Also, Resubmissions 180 and 207 both refer to Proposal 156, and shouldn't resubmissions 206 and 207 be resubmitted under rule 91, rather than 89?

Proposal: Obviously, the populace is very fickle when it comes to Popularity; such is the nature of Popularity itself. I think it's time the true nature of the oh-so- Popular players be revealed:
+ Basically, Cliques are groups of three Popular players. Since they are all so closely-knit, they can act as a group...
+ Players may be allowed to form Cliques of three players each as long as each player has a non-negative P-Count and their total P-Count is at least 5. If at any point a Clique fails to have meet these requirements, the Clique will be disbanded.
+ When one member of a Clique votes on a proposal or appeal or any other sort of vote, his vote also stands for the rest of the Clique. Therefore, a Clique member voting to accept a proposal will set forth three votes for that proposal and bar the other members from voting on it later. A Clique member voting on a Board of Appeal also votes three times, even if the other Clique members aren't on the Board!
+ Clique members _can_ vote on the Popularity of proposals made by other members. The extra vote they carry for the proposer is disregarded. + Members of Cliques can attempt to Snub with their combined Popularity.
When attempting to Snub, no Clique member loses any P Points, since Snubbing is a Cliquish thing to do. However if a Clique Snubs one of its own members, the Clique is disbanded.
+ Clique members cannot be members of Political Parties.
+ When an entire Clique is present at a party, only they receive any Jollity. If a second Clique tries to assemble at a Party, presence of the first Clique will keep the third member of any other Clique from attending.
Decision: Accepted as a very interesting Rule 110. This should really set the cat amongst the pigeons. Oh, one thing. You start by saying Popular playe4rs, and then require only non-negative P points. I'll assume Popular means positive P points only. Just to make it that little bit harder.

Praise: O Wise Emperor, whose reign ought never end...
Proposal: Sadly, it seems that, by the provisions of Rule 19, your reign as TIE may eventually come to an end. I propose, however, that the chain of command be decided as follows:
+ First in line to possibly become the new Imperious Emperor is anyone whose score actually contains the holiest of holy spellings "TIE". The player with the fewest extraneous points will get first pickings in case of a tie (no pun).
+ Next in line will be the Winner of the game, followed by any player he may recommend in his Political Party, travelling group, Banquet, or any other associative group.
+ Any other player in charge of maintaining web pages for the game will then get the next shot, with THS having the first choice.
+ Then the most Popular (highest P Count) player follows, then the Strongest (highest S Count).
+ If none of the above worthy players accepts the job as the new Emperor, then the old Emperor shall retain his job.
If, for any reason, TIE must abandon his post during the middle of the game, this list of succession will also be implemented.
Decision: Accepted as a complex but no less valid Rule 111.

Proposal: Heroes, being proficient at combat, may add the number of Hero points they possess to their die roll in a Duel or similar combat situations. Furthermore, as the sport of Dueling is has a fanatical following in the larger cities, if a Duel is fought within any Capital City, the winner of the Duel immediately becomes Well Known in that area.
Decision: Accepted as Rule 112. Heroes should never be disadvantaged. Score: 2 A points.

Proposal: A Lawyer who is ashamed of his profession may pretend to be a Prostitute; as a matter of public record, the player's profession will be recorded as Prostitute, but secretly the player will gain the benefits of being a Lawyer. A player pretending to be a Prostitute does not suffer the loss of Popularity that Lawyers normally suffer, but if the player is unmasked (i.e., revealed to be a Lawyer), then the player immediately suffers that loss.
Decision: Rejected as I just wiped out Prostitutes.

Proposal: The emperor's peace is currently under threat from the despicable pirate Longbeard. There is only one way to banish this rogue. If a bold hairdresser succeeds, through force, stealth or trickery, in separating Longbeard from his beard, he will return to game 4 in shame and the hairdresser will gain an H point. Longbeard will return once his beard has regrown.
Decision: Accepted with modification as Rule 113. Modification is Longbeard's beard doesn't regrow. Once he's gone, he's gone for good.
Score: 2 A points.

Proposal: Hail Mighty Emperor, who always has a kindly ear to listen to his citizens' troubles, I must respectfully report that the Court of Appeal is functioning rather slowly at the moment, with 2 of its members not having voted on Resubmission 180; to that extent, I propose that any time an event occurs that requires responses from players such as a Court of Appeal Vote, the players required to respond must do so within 2 Days (80 Proposals). Failure to do this will result in 1 P point being deducted from their score, for being slow. If the player has been challenged to a Duel and no response has been received in this period, it is treated as if they had declined. If they would have had a vote in the Court of Appeal, their vote is decided at random by THS' dice.
Decision: Accepted, but remember that technically any countdown period can only begin from this Proposal onwards.

Comment: Okay, we need one more for Tivol and Anarchy's clique. The other errors have been corrected. Shame I can't decide your proposal yet :-).

Point of Order 231 (Anarchy)

Point of order: Rule 88 gives Sandgropers an explicit benefit over other races(i.e. fashioning Krossbows). Rule 95 states that no rule may give one race any explicit benefits over any other races. Therefore, I request that the ever magnificent TIE review rule 88, perhaps making it possible for all players to make Krossbows. It is slightly strange that Sandgropers, who live in the desert, see enough Glumba Wood to make these Krossbows anyway...
Comment: Rule 95 can't apply to Rule 88, unless it explicitly stated Rule 88 was affected. Sorry, but rules of precedence apply. If you want to change this, make another proposal.

Proposal 232 (Big Mad Drongo)

Praise: Oh great and wonderous Emperor, whose wondrousness is more wonderful than the most wonderful of wonderful things at that hour of a wonderful day when it is most wonderful.
Proposal: I propose that any player who has made no action for 100 Proposals be declared 'missing, presumed not there'. They shall immediately be removed from whichever location they are in, and placed on the missing list. Any missing player who subsequently rejoins the game gains a bonus of 1 P for the fame of being found, and is placed in a random location in the Empire. Missing players cannot be attacked or affected in any way by any rule, simply because they are missing.
Decision: Accepted as a one-off change to the game state, as you said made no action, implying they are already out. Also, they will be called "missing, presumed fed" not "missing, presumed not there".

Proposal 233 (Anarchy)

Praise: O magnificent and merciful master, let us bask in your glory a bit longer.
Proposal: That it is once again time to get rid of some irritating Undefined Terms in your Magnificent Empire, and add some more colour to the game. The Wonders of the World are great awe-inspiring places whose locations are not all known. The First Wonder of the World, of course, is the Imperial Palace, the only place fit for The Imperious Emperor to reside in. Besides The Marketplace and The Holy Land, there exist four more wonders hidden somewhere in the lands. These wonders are; The Great Monolith, The Mysterious Island of Avalon, The Waterfalls of Liquid Silver, and one more whose name is at present only known by TIE. These Wonders are located far from civilization. In order to search for a Wonder of the World, a player must go to a location and announce that he intends to search there. Every sunset or sunrise that he remains in the location THS will roll one six-sided die. If the score is 1 and there is a Wonder there, he will Discover the wonder. If not, he will be told that he has found nothing. The Wonders have special properties. Anyone discovering a Wonder must with his next submission submit a proposal suggesting its special powers, or else have all their proposals ignored until they do. The special property of the Holy Land is that one can Make a Pilgrimage to it. However, the way to the Holy Land is not easy. When a Player makes a Pilgrimage, they must first purify themselves by selling all their material(i.e. non-point) possessions and donating all of the money to the Poor. This gains them 2P for obvious reasons, but only if they had anything to give away. Secondly, along the way they will be attacked by an 'eeper sent to test their resolve. Thirdly, in order to make themselves Holy, they must meditate for 20 Proposals during which time they can take no other Action. A player having completed his Pilgrimage shall gain one of the following benefits; if they were Risible, they shall be considered to have Made Amends; if they were Infamous, they shall have the option to have all their I and P points removed and start afresh; if not, they will be Blessed and may remove the weight of any 3 Points they desire from their soul, said points transforming miraculously into A Points. I also suggest that Prostitutes be abolished, as their existence in an Empire without sex is totally pointless.

Praise: O Emperor, whose leftmost toenail is more impressive than the greatest hero in the Empire.
Proposal: I propose that any proposal that TIE considers to be particularly wise, and *not* to advantage the player making it in any way may be granted an O point. O is for Ommmm... Any player who reaches 10 O points can choose to cast aside all worldly possessions and become the Messiah. The Messiah can not possess K, A, C, D or G points - any of these owned or gained by the Messiah return to the Emperor. Also the Messiah cannot carry out violent actions. However, the Messiah has a number of advantages: 1) The Messiah can Forgive a player. 2) The Messiah can, once every 40 turns, hold a party. After all, you can always get a couple of fish and some water from somewhere... At these parties, each attendant gains one O point. 3) The Messiah can not be attacked except by Followers of a rival Messiah. 4) On becoming a Messiah, a player gains 7P.
Any player can choose to follow a Messiah. They gain 1P, 3A and 3O as a result. However, any follower must, if in the same location, attack any of the following: 1) Followers of an opposing Messiah. 2) Ex-followers of the current Messiah.
Decision: Accepted as Rule 118. Note however, that this means a Messiah cannot win. Do you have to stop Messiahing to win, and if so, how? This looks like an interesting area to explore.

I therefore suggest that anyone who reports a mistake made by THS should get 1A. However, if a player makes a false mistake report, they lose 1A. Also, reports of petty errors such as spelling mistakes may be corrected but in any case shall not lead to any points being awarded.

Praise: O glorious Emperor, may your Justice ever protect us from Thieves.
Proposal: Whenever a mugging, theft or robbery attempt is committed against a player, the victim player may declare that he will "resist" the attempt. If the victim resists and the sum of the roll of two fair six sided dice is less than or equal to the resister's combined Hero and Strength points, then the mugging/theft fails and the victim gains 1 S as a result. Otherwise, the attempt succeeds, and the thief steals twice whatever he would normally steal as a penalty.
Decision: Mugging? What mugging? This sounds an awful lot like what's been happening in Game 7, so I'll reject it to stop games turning into mirror images of one another.

Proposal: Each Capital City may have one Lord. A player who is in a Capital City which currently has no Lord and who is well known in that City may proclaim himself Lord of that City provided there are no other players who are also Well Known in that City who are more Popular than he is. If the Lord of a City is challenged to a duel by a player who is not a Lord and either loses or declines the duel, the challenger then becomes the Lord of that City, becomes Well Known in that City, and the old Lord is deposed.

Proposal: I hereby suggest that mistake reports not be published as separate numbered entities. Rather, merely a mention of the mistake spotter shall be placed inbetween proposals unless the error is so great as to warrant more detail. I for one, care more to read about the new improvements in the Empire instead of the small typos and missing HTML tags of the past. Let us look ever forward in this fabulous Empire of ours!

Yes, Emperor, my Emperor, please harken unto me
Proposal: Not only can mere players travel from foreign land to foreign land, but it seems that you, Emperor, can also do the same. Who knows, maybe one day we might be visited by foreign, lesser Rulers. It seems fair, though, that if any Ruler visiting our land should be killed or imprisoned or kidnapped or otherwise detained by the good and fair people of your Empire, that we will have won a war against those foreign lands and have the right to take them over. Not only would you as TIE preside over this Empire, but you could also take over the job of the Ruler whom your people deposed (or appoint someone to do that job.) In fairness, which I'm sure you abound in, I think that you too would have to be willing to cede your throne to another if you found yourself detained in another land. But think of the massive P and H points resulting in any player capable of capturing a foreign Emperor! Or even better, one who Sails Away and returns with the Ruler bound and gagged!
Decision: Tivol, I don't need any more work than I have now, okay? You appreciate how hard running 1 Empire is, don't make me run 2. Rejected.
