Point of Order: The Croweater race is suffering a bit of a population explosion, which is making rule 48 a bit of a pain. Could something please be done about this by Our Magnificent Emperor?
Comment: We have 5 Croweaters, 4 Sandgropers, 3 Sapsuckers. I don't see that Rule 48 is a pain as yet. If something must be done, perhaps one of my subjects will do it. I don't want to seem autocratic... :-)

Proposal 152 (TOAD)

Praise: Oh Emperor, who is noble beyond all nobleness, and fair and just.
Proposal: Although His Highness wishes to protect his citizens from all demons, `eepers, and other nasties, I feel the people should be made aware of Pirate Longbeard, the evil Pirate from Imperial Game 4, who was enabled to enter our land through a Dimensional Portal. An Imperial News Bulletin from that empire stated the following:

IMPERIAL NEWS BULLETIN:

This urgent news flash is to warn all subjects to beware of a gangster
that goes by the name of Longbeard the Cut-throat. Longbeard is known
to be lurking in one of the known locations in the realm. If
discovered, he will immediately initiate combat, according to rule 32.
As he is a despicable fellow, there is no chance for a player to
decline the duel. At the end of any duel, Longbeard will disappear
from his current location and spirit himself away by means unknown to
another location at random. For the purposes of duelling, Longbeard
always has a score of 10 points. His score is unaffected by battle.
Yours is. 

The following is a more current description of Pirate Longbeard, based on Proposal 4.102 and the 14 Nov 1994 report of the Imperial Bureau of Investigation:
Pirate Longbeard is a "despicable fellow."
Longbeard automatically attacks a ramdom player in his location. Although a player may choose to decline a duel, Longbeard will not decline, and will continue to attack the player until either he or the player is defeated. These attacks will result in the player losing one point at ramdom.
Longbeard will not remain in one location for more than one day and one night.
After leaving a battle, Longbeard will move to another ramdom location by some unknown means (unknown to all but the Emperor).
A player may defend another in his location against Longbeard. The defender will be granted one P point regardless of the outcome of the duel.
A player with a shield of any sort will have an enhanced defense against Longbeard. This increased defense is represented by a temporary increase of S points by one.
If Longbeard defeats another player, he will take the player hostage. The player will be forced to follow Longbeard from location to location. A player may still make submissions to the game. He cannot, however, move of free will.
A hostage will be released if Longbeard is defeated, or if he defeats another player. Longbeard can carry a maximum of one captive at any time.
Longbeard's score cannot be affected by duels. However, if a player defeats Longbeard, he may gain one A point, or eliminate one of his points of another category.
Longbeard will disappear after completing a duel, and will reappear at another, randomly determined location.
Longbeard will enter the game with a strength of 6 S points. This number may increase as he "practices" his fighting skills.
I hope that our empire is strong enough to deal with the problems presented by Pirate Longbeard, and that His Highness does not attempt to cover up these facts, as they were in Game 4. Longbeard is a killer, and we must take the appropriate actions to stop him.

Proposal: Mighty emperor who keeps the foul 'eepers at bay, I observe that at the moment there is little one can do within the various locations inside the relative safety of The Empire. I propose that within the Black Lake there lives a mysterious beast of the deeps, and that any player moving to the Black Lake shall encounter it. It has lived through countless ages and has great knowledge about the world. Should a player encounter it when the number of the last published proposal ends in 1,4 or 9, it will grant that player a brief insight into the Lands, and angarook shall be in force for that player until the sun has both risen and set on the Empire. If the last digit is 2,3,5 or 7, it will reach out with one of its tentacles and steal a point from the player, going first for As, then Bs, then Cs... etc. If it is 6,8 or 0, it will stare that player in the eye for a while and then depart. That player will gain 1 H point for bravery, but this benefit may only be claimed once by any player. "angarook" is simply defined as a heightened state of awareness about the lands of the empire.
Decision: Accepted as Rule 86. Defines angarook.

Proposal: Most wondrous emperor, who can truly be said to transcend the base laws of nature, I propose that anyone in the Library can read any of the books there simply by paying an A point. Furthermore, players may Photocopy the books using the Imperial Photocopying Machines. This, however, costs money, namely 1 Imperial per book photocopied. But they then have a photocopy of the book which they can refer to at any time(this is an Object). They might unfortunately fall foul of the Copyright Laws.
Decision: Accepted as Rule 87. Can't see what use the books will be yet...

Praise: Mighty Emperor, as a humble newcomer to the Imperial city, please permit me to explain a little about the rich tradition of Sandgroper culture.
Proposal: Sandgropers are famous for their skill in making and employing the Kloora Krossbow, lovingly hand-crafted by Sandgropers from the finest Glumba wood. Any Sandgroper in possession of a G (Glumba wood) point may convert it at will to a K (Kloora Krossbow) point. When attacked by a Wild Animal (to include Leapers, Creepers and Weepers), a player possessing a Krossbow (K point), even if not a Hero, has a chance to defeat the Animal. THS shall roll a six-sided die; this shall be modified by +1 if the player employing the Krossbow is a Sandgroper (as Krossbows are a uniquely Sandgroper weapon), and further by another +1 for each H point the player has (for Heroes and those on the path to becoming Heroes are more talented with weaponry). If the modified result exceeds the number of A points that would normally be lost as a result of the Animal's attack, then the player instead successfully Shoots the Animal, Defeating it, and in addition to the normal benefits of Defeating such an Animal, gains the Pelt of the Animal and furthermore for his skill in Hunting gains one H point.
Decision: Accepted as Rule 88. Let the Hunt Begin!

Praise: The illustrious emperor is gifted in all the arts, wise in all the sciences.
Proposal: TIE's subjects should be aware of the recent re-release on Compact Disc of "A Hard Day's Night". When this is played during the day by any player, the next day will be 'hard'. Any player moving during a hard day has a 10% chance of being mugged as per rule 73. The following day will be 'soft' and safe for travel, unless the CD has been played again. THS will report whenever this CD is heard and issue a warning to the effect that, as far as rule 73 is concerned, a hard day is night. I also propose a clarification of the rule: a player moving more than once in a single night (or a hard day) risks being attacked each time. Also released on Compact Disc is "Eine Kleine Nachtmusik". When this is played, the next night only lasts for 5 Proposals, and THS shall note this in the game state.
Decision: Accepted as extra CDs. Good ideas!

Proposal: Amazingly Cool Emperor who unfortunately must deal with local racism and bigotry, I fear that more hatred between races will soon abound as long as Rule 48 is in existence. We Croweaters are sick and tired of the Sandgropers and Sapsuckers who fail to propose, causing nasty backlog. I'm sure Sandgropers and Sapsuckers would be similarly offended if we failed to perform our duties as citizens. Therefore, I propose that whenever there are five or more proposals backlogged due to Rule 48, all of the proposals will be immediately decided bypassing Rule 48 and members of the other two races will lose one P point (or start going into negative P points) to reflect the loss of Popularity one gains by angering one-third of the population. It seems fair and agreeable compared to all the other forms of nastiness we could partake in.
Decision: Accepted as Rule 89. Fair and agreeable indeed.

Proposal: That a player can smoke weed. Weed is illegal and smoking it earns the player 3B points except in Adelia and Cambar where there is no penalty. The effects of smoking weed are determined by a d6 roll: 1-3 the player is affected by "the munchies", 4-5 the player is "stoned", 6 the player achieves angarook for 10 proposals.
Decision: Accepted as Rule 90.

Proposal:An accepted proposal which receives three or more negative popularity votes may be submitted by any player to the Court of Appeal, who will vote on whether they consider that the resulting Rule (or rule modification) should be repealed, in which case the appellant gains 1D. In the event that the court takes this position, the proposal shall be resubmitted to TIE, who will take such action as, in his great wisdom, he sees fit. Should TIE decide that the proposal be rejected, the proposer shall lose 1A, if the decision is to ignore the proposershall gain 1B, and if the acceptance is reaffirmed they shall lose 2B. If the original acceptance is not reaffirmed, then any effect the proposal may have had on the rules is repealed.
Decision: Accepted. A neat way to repeal rules. Rule 91.

Praise: The emperor's justice is respected by all the honest and feared by all the guilty.
Proposal: Under rules 25 to 27, it is possible for the Court of Appeal to split 2 votes to 2, with the appellant unable to vote. I propose in this case all 5 members should lose one A point for wasting the court's time, and the appeal be passed on to be judged by the next 5 players to have proposals accepted, unless the appellant withdraws it before the court convenes. The player suffers no further penalty if the appeal is passed on or if it is withdrawn. An appeal may be passed on indefinitely or until TIE decides to personally intervene and dismiss the case.
Decision: Rejected. With only a few players getting proposals through, it would take far too long to reconvene a new Appeal Court. In a tie, I'll decide for ignored proposals (a tie fails for rejected proposals anyway)

Praise: Glorious Emperor, I beseech you, have pity upon the poor and downtrodden minorities of your Empire.
Motivation, Politically Correct Statement, and more Praise: Proposal 157 is a gross injustice as it punishes the Sandgropers and Sapsuckers for being members of a minority! This cannot be! I have a dream, of an era when Sandgropers and Sapsuckers may stand coequal with Croweaters and all together we shall be equal Subjects of the glorious Emperor.
Proposal: When Rule 87 causes members of a race to lose P points, each person who loses a P point as a result gains AA in score as a result of the Affirmative Action program. A player submitting a Proposal may include a Politically Correct statement (similar to Praise, but emphasizing the plight of the downtrodden minorities, supporting equal rights, or the like). A Proposal is Politically Correct if (a) it includes a Politically Correct Statement, AND (b) the text of the Proposal itself does not single out any race to be either especially favored or oppressed by its rule. Politically Correct Proposals do not count towards the five proposal backlog of Rule 87, and thus do not bypass Rule 48. Any proposal which is passed as a result of Rule 87 and bypasses Rule 48 causes the player who proposed it to lose PC in score as a result of not being Politically Correct.
Decision: Rejected. All this talk of political correctness is all well and good, but if you look at the score page you will see that, excluding the Emperor there are 6 Croweaters and 8 non-Croweaters, hence the Croweaters themselves are also a minority. In this nation made up entirely of minorities, Affirmative Action is not necessary.

Proposal: Rule 75 introduces the concept of a player being Well Known in a location. A player attracts the admiration of the people and becomes Well Known in a location when: 1: The location becomes Well Known to the player, AND THEN 2: the player has a proposal accepted while in that location. THS will publish, along with players' scores, lists of what lands and locations are well known to each player and where each player is well known.
Decision: Accepted as Rule 92, without the publishing. Such details would be too much information. Fame and Knowledge in one bundle.

Proposal: Many words and expressions used in the game are not formally defined. This can be clarified by defining 'undefined term' as follows: An undefined term is a word or expression which: 1: is found in at least one rule, and 2: has been listed by THS as requiring a definition. This prevents disloyal subjects from abusing TIE's generosity and patience either by defining terms whose meaning can be readily found in a dictionary or which have no special meaning for the game, or by including new terms in a proposal and immediately defining them in a second proposal. If THS finds a word or phrase has more than one game-specific meaning (e.g. Well Known), he may list it more than once or indicate that it requires an additional definition to cover a different meaning. It will assist THS if players including new terms with game-specific meanings (whether they define them or not) capitalise their initial letters. Subsequent proposals mentioning these terms should also use title case, at least until they have been defined. For example, an Imperial Critic is any person appointed by TIE or by the rules to examine a book, CD or other work and advise TIE or his officials on its artistic merit and on whether it is a Corrupting Influence on the empire.
Decision: We already have undefined terms as those listed as requiring a definition. This rule is therefore Rejected.

Proposal: Cactarian Imperials may be earned by Selling various Valuable Commodities to An Imperial Merchant. The Imperial Merchant has a Caravan that moves from city to city. It beings in Adelia City Square and moves to a different city at dawn each day. Any player in possession of Items may sell them to the Merchant. Present values of items are: Compact Disc(any) - 10 Imperials; Photocopied Book - 2 Imperials(although the player might get into trouble with Copyright Laws); Shield - 5 Imperials; Pelt of an Animal - 8 Imperials; Weed - 5 Imperials, but the merchant will only buy this in Adelia and Cambar; The Hat Of Longbeard - 25 Imperials. Items sold to the Merchant disappear from the game permanently. The Humble Scribe will keep players informed of how many Imperials they have each time they attempt to make a Transaction.
Decision: Accepted. Finally we have some Trade. Rule 93.

Praise: Hail the emperor, who makes his subjects deliriously happy just by being alive.
Proposal: Players can decide to hold Parties in order to increase the general level of happiness and merriment in Your Wonderful Empire! In order to hold a Party, the player holding the party(hereafter referred to as "The Host") must be in a City Location. It costs 5 A to Host a party, and invitations will be sent out to everyone in the Empire(this will be published in the proposal list). The Party will last for one Night and begin at the next Sunset after the Invitation is published. The Host may not move from the Party Location until the Party is over. A player who wishes to attend the Party, hereafter referred to as a Guest, may do so simply by moving to the location and paying 1A. Guests may join the Party at any time, if they join before the official starting time they will simply wait for the Party to start, performing no other movements until it does. For every Guest who joins the party in excess of 2, the Host gains 1P. Guests at a party receive Food and Drink. They will also receive 1 J Point(for Jollity). They may leave at any time, but anyone left at the end of a Party will gain 1P and be Drunk, including the Host.

Proposal: With the sudden influx of dimensional travellers from mysterious other empires, I propose that there should be provisions made for any objects that they bring through with them. These would take the following forms: 1) Any objects from another world which have an immediate and obvious use in this may be used freely. 2) Any objects which have a use but do not seem to apply in this Empire may be declared useless by the Emperor during the stay, or may be assigned appropriate powers. 3) Any objects deemed unbalancing to the game by the Emperor shall be confiscated from the visitor on entering the Empire and returned to them as they leave. Objects brought through from other games shall not be counted as points of any sort, and can be neither stolen nor destroyed.
Decision: Accepted except for the codicil. Objects may become points, depending upon how I view them. Rule 96.

Proposal: Even scarier is the fact that a new 'Eeper has been found... the Sleeper! Nobody ever expects the Sleeper to be very successful, but when it is, it makes a great hit. Whenever a player is attacked by an 'Eeper, there is a one in thirty chance that the 'Eeper is a Sleeper which, if successful in its attack, removes *all* A points from a player's score. Sleeper Shields can be bought for S Points just as other Shields may be bought.
Decision: Accepted. Beware the Sleeper. Modifies Existing Rule

Proposal: As further proof of your magnificence I wish to inform the Players of a truly wondrous place. The Central Market in Adelia City is a bizarre bazaar where anything can be bought or traded. It is one of the Wonders of the World. A Player in the Market can purchase anything they so desire if they can pay the price. They do this by sending a Proposal to TIE describing the item they wish to purchase and the price they are willing to pay. TIE then determines whether the Price is Right and if the Player manages to buy the item. A Player can also sell anything by sending a Proposal to TIE who decides whether the Player is able to sell the item and what price e receives. The Market is, however, not a place for the faint hearted and fools are often parted from their gold. The risk of mugging is twice as high in the Market as elsewhere in the land and any Player in the Market with 10 or more Imperials has a one in ten chance of having them all stolen. These dangers are, of course, only for those for whom the Market is not a Well Known location.
Decision: Accepted as Rule 97. Just don't call me Larry.

Proposal: Of course the Emperor is aware that authors like to have their works protected...to this end, anyone not paying the author 1 Imperial (this in addition to the fee charged by the Photocopying Machines) for the opportunity to photocopy their works shall be in breach of the Copyright Laws. No-body likes law-breakers, so the player in breach of the Copyright Laws shall be fined 1 P point.(Defining 'Copyright Laws')
Decision: Accepted as Rule 98, so this should be interesting when Pirates come to town.

Proposal: O Magnificent Leader whose coffins contain uncountably many coins, we humble servants have very few means for aquiring any. I propose that a Player can use one C point to learn a profession. So far the professions are: farmer, mercenary, lawyer, hotelier, prostitute, thief, and hairdresser.
Decision: Having to pay 1 C point should slow learning of professions down, so I'll allow it. A player's profession will be published with their other information. Accepted as Rule 99.

Praise: Oh brave and mighty Emperor, whose guidance is to us as the hand of a mother to her child.
Proposal: As must be surely known to all, there are those elements in any population who wish to undermine the rule of the Emperor, these people being hated and loathed by your loving subjects. Therefore anybody reaching -5 P points shall be termed a 'Despicable Fellow'. This player must then, via THS, seek the support of another player, and have it granted before he may make any further proposals.
Decision: Yea, such players are truly Despicable Fellows, and deserve all the punishment they get. Accepted as Rule 100.

Proposal: Any player whose popularity falls to -10 P or below immediately becomes a Despicable Fellow; certain non-player entities (such as Pirates) may also be Despicable Fellows. A Despicable Fellow may challenge any player in the same location to a duel, which may not be rejected, and if the Despicable Fellow wins, he may take the loser hostage (following the guidelines of Rule 85 for hostages). If the Despicable Fellow loses, the victor may Slay the Despicable Fellow without Remorse. Furthermore, Despicable Fellows are extremely unpopular and may never have positive P points (any positive P points gained are immediately converted to Notoriety points), and if a Despicable Fellow attends a Party, no one at that Party gains Jollity.
Decision: Rejected. Somebody beat you to it. Besides, Despicable Fellows can be the life and soul of a party.

Proposal: Longbeard is not the only one to have come through the mysterious magical portals. Strange Black Bags are beginning to show up in the Southern Seaports; it is rumoured that these Bags contain visitors from Imperial Game Seven, who may have some Alien Artifacts with them. They will enter the game as a new player and may make proposals. A player may run both a player and any number of visitors simultaneously. Visitors shall be bound by all rules that affect normal players, including choosing a race. In order to establish the visitor, it is necessary for it to be published in Imperial Game Seven that the player in question has left the Empire, and all visitors must have an unique name, so that you cannot have two Big Mad Drongos for example. They will appear in the Southern Seaports together with all the Alien Artifacts that they brought along with them.
Decision: Accepted as Rule 102.

Proposal: By ancient legend, somewhere in the Central Plains of Darnia there is a lost city of an ancient and forgotten civilisation, in which many mysterious and powerful artefacts may be discovered; among which, it is said, is a portal to unknown dimensions. It is also said that there exists, in the palace library of the king of the Veyne, the only known copy of an ancient atlas of the lands of the empire, which is rumoured to give the location of this city. The Veyne are prevented from taking advantage of this information by fear of Your Mightiness' military power. The palace of the demon king is guarded by many demons, all of whom are despicable fellows.
Decision: If it's forgotten, how come you know about it? Besides, what powerful artefacts could you find in Lice Springs? Rejected.

Proposal: I propose that any player who reaches -5P may choose to become Infamous. An Infamous player gains one I point every time they lose a P point, and loses half an I point for every P point they gain. On choosing to become Infamous a player gains 4 I points free of charge. Infamous players can use I points in the same way as Popular players use P points. Infamous players must insult the Emperor rather than praise him at the start of each proposal. Any Infamous player who reaches 0 I points shall be declared Risible. This means that they may not gain I or P points until they have Made Amends.
Decision: Accepted, with becoming Infamous as an alternative to being a Despicable Fellow. Becomes Rule 104.

Proposal: It would seem meet that to Make Amends a Player should have to complete a quest for your Majesty. This quest shall be named by TIE or chosen from one of the available missions and it shall be made either heroic or despicable (depending on which way the Player wishes to go in future). Quests shall also be listed under available mission, along with their heroic/despicable status and other Players may seek to achieve them first. If this should happen, the Player not seeking to Make Amends but succeeding in the quest shall gain either TIE's Pleasure or Displeasure according to the nature of the quest. A Player seeking amends and succeeding in a quest shall be awardeed some I or P points according to the heroism/despicability displayed and then be allowed to earn P points or I points as before. It would also seem meet that any Player reaching -10 or less P points should have to Make Amends.
Decision: Why should people have to do something despicable to make amends? Surely if they want to suck up to someone they should do something nice. Also, currently missions earn H points, so we don't need to change the situation by renaming them quests. Rejected.

Proposal: Sleepers, unlike other Eepers, possess a modicum of intelligence, and, when encountered, instead of attacking immediately they may demand that the encountered player locate a random item and bring it back to the Sleeper as tribute. If the player does not agree to do this, or if the player has previously agreed to bring tribute but not yet done so, then the Sleeper will attack. A player who brings the correct item as tribute to the Eastern Mountains may immediately present the tribute to the Sleeper, who will reward the player with an S point. Players who are acting on the behalf of Sleepers will be termed Sleeper Agents.
Decision: Why would Sleepers want tribute when they can have all your A points? Rejected.

Proposal: A Risible player is one who is in a state of flux between being Popular and being Infamous. A Risible player can neither gain nor lose P or I points until having Made Amends; after having Made Amends, a Risible player loses the Risible status and may then choose to immediately either gain 1 P (becoming Popular) or 1 I (becoming Infamous). A player may only Make Amends by either being Forgiven by the Messiah, or Making a Pilgrimage to the Holy Land. The Holy Land is a faraway location, and is also one of the Wonders of the World.
Decision: You really like undefined terms, don't you? Accepted as Rule 105.

Point of Order: Actually, three points occur to me. Firstly, I seem to have gained a P point (I now have none where I had -1 before), and I can't see where it has come from. Secondly, in your decision on proposal 182 you mention the town of Lice Springs; shouldn't this be added to the list of locations? And lastly, shouldn't my For Sale Notice have been dealt with by now? I don't think I included the possibility in my original proposal of the rule, but it seems reasonable to me that if no bids have been received in the specified period, then it is clear that none are acceptable, and therefore the offer should lapse.
Comments: Thanks for being so honest, in fact you were so honest about 1 extra P point that I'll let you keep it anyway. Lice Springs was a throwaway line and so doesn't go into the list of locations, and OK, I'll let the For Sale lapse.

I therefore propose that a player may only have points removed from them by The Obscure Pearl once in the game, to slightly lessen the Pearl's advantages.
Decision: Rejected. What if the Pearl wants to benefit themselves, but someone else when as Pearl already hurt them? Sometimes the Pearl's points removal can be a blessing, not a curse.

Proposal: Emperor whose might is feared throughout the multiverse of Imperial Games, it has come to the attention of your humble subject that certain Dimensions, such as Imperial Game 4, have lost their governments and are no longer functional. I propose that for the benefit of the people in these dimensions and for Your glory, that this the True Empire shall restore Order to those dangerous realms; for if Longbeard can come through the Portals, what next? The Barbarians or Vandals from Imperial Game 6? As a start in this process, I notice that Imperial Game 4 has no actve defenders and can readily be annexed by the Imperial Army. A Dimensional Portal has been created somewhere in the Northern Mountainous Mountains and troops have been sent through. Imperial Game 4 has a number of Locations which now become part of this Empire. However, the Rules of Imperial Game 4 have no effect any longer because no one is around to enforce them. This proposal creates a new province known provisionally as FourLand accessed through the Portal of the Eastern Mountainous Mountains. It costs 2A to pass through the Portal, which will transport the player to a random FourLand location. They may return at any time by spending 2A. Moving from one FourLand location to another FourLand location costs 1A unless the two locations are connected in the Map of FourLand in which case it is free. The list of FourLand locations and map are located at the end of the transcript of Imperial Game 4 in the Imperial Archives. Hidden in FourLand, in locations only known to The Imperious Emperor, are several of the Items from Imperial Game 4; anyone who finds them will be allowed to keep them. They are considered to be Alien Artifacts.
Decision: I'm having trouble keeping track of Game 9 as it is without the 24 locations of game 4 coming into existence! Rejected for reasons of sanity.

Proposal 195 (Tivol)

Proposal: O Remarkably Fabulous Emperor, to whom Linguistics is no big problem, many visitors to our new country, what with their Alien Artifacts and other strange pieces of equipment, may also bring with them things that very nearly resemble our beloved Points, such as Wood much like Glumba Wood or a weapon reminiscent of a Krossbow. Players bringing such strange objects should have this noted in their score not by one of the twenty letters of the alphabet which we in the Empire use, but by some other symbols, mainly similar to the original points, such as Greek or Russian letters. These points count toward the total point limit and may be traded and so forth but may not be used as replacements for the original points.
Decision: Accepted on Contingency.
Contingency: That Tivol sends me a link to a page which gives me an easy hypertext representation of these letters. Contingency Satisfied. Becomes Rule 106.
