Point of Order: My proposal 93 contained no capital letters or periods, yet was capitalized and punctuated correctly. I respectfully submit that you must, therefore, change your action on it to Ignore, according to rule 40. Thank you.
Comment: I like the rule so much, that I'll be sneaky and keep it in with the following wierd interpretation of the rule 40 as it stands: You had no capital letters and no full stops. The rule only blocks ones with no capital letters or no full stops. I can thus keep the rule as accepted.

Proposal 102 (Anarchy)

Decision: Accepted. Modifies Rule 46.

Proposal: Points may be freely traded between players. A player wishing to initiate such a trade offers a set of points from their total up for auction by sending a For Sale Notice to THS, who will publish it. Interested players then send their bids to THS, who will publish all bids 15 proposals after the offer. The seller then informs THS which bid (if any) they accept,the trade being made immediately on acceptance. If no bid is accepted, then the offer lapses.
Decision: Accepted as Rule 66. This ought to make things very interesting.

Praise: All hail the master of infinite A points.
Proposal: The Court of Appeal is soon going to be deluged with unacceptable Appeals. I propose that before a Proposal can get to the court of appeal, it must have 3 more Yes votes than No votes. The decision of the Court of Appeal need not be unanimous but must be a majority vote, as otherwise one person could obstruct the entire process simply by voting no all the time. A player may at any time by spending 1 A point for the cost of paperwork, publish a Request for Consideration by sending it to THS. All players submitting proposals for the decision-period after the Request for Consideration is published, MUST vote on popularity for the proposal which has been Requested, or else have their proposal Rejected.
Decision: Two appeals in 100 Proposals is not a deluge. Rejected.

Praise: Oh grand and wondrous Emperor, whose Scribe must be feeling the torture of so many proposals:
Proposal: Jeepers! I fear that the good people of your Empire must rise up to defend themselves against the evil beasts of the Eastern Mountainous Mountains, collectively known as 'Eepers. To this end, I suggest that by paying three differently-lettered points, a player may get a Shield that will protect against one (but only one) species of 'Eeper, rendering all effects of their attacks harmless. These Shields are heavy and unwiedly, however, so a player will only be able to carry one at a time. Although the Shields will be emblazoned with a giant "C", "W", or "L" to show which 'Eeper they defend against, the letters on the Shields don't contribute to a player's score.
Decision: We can't have W points at the moment, but I'll accept with modification as Rule 67. Modification: To protect against a Weeper you need an E shield.

After playing, though, the CD will disappear. A few CDs have already been pressed in the Empire: Decision: Accepted as Rule 68. What other songs can you think of?

Proposal: I propose that there can never be more than one Obscure Pearl at any time during the game. The power bestowed upon the Obscure Pearl is so great that to have more than one around at any given time. Therefore if two players both qualify, the one with least C points gets the position. If both players have the same number of C points, the position is held vacant until only one player is a properly qualified Obscure Pearl candidate.
Decision: Accepted. More than one is too many for me! Modifies Rule 46.

Proposal: e e cummings would have rejoiced in poetry at your greatness, leader of us all, and since having undefined terms is a great and wonderful spur to produce fine proposals, please pass a rule requiring that there must always be at least one undefined term, meaning that any proposal which purports to define the last one must also introduce a new undefined term. "angarook," for example, is a term of mysterious meaning, and incidentally it is an odd kind of word which is not capitalized even at the beginning of sentences.

Proposal: Cities are places that can be dangerous to the unwary. If a player is in a city that is not well known to them, then there is a 5% chance per proposal they make there that they will be robbed. The robber will take a randomly selected point from them (excluding S, P and H points). Of course, the justice of this Empire being as it is, the thief is apprehended at once, and the point returned to the Emperor's pool.
Decision: Accepted as Rule 69. Not Well Known becomes an Undefined Term.

Praise: O wonderful Emperor who is the most wonderful person in Your wonderful empire
Proposal: It is well known that despite the best efforts of TIE, and His enlightened subjects (e.g. rule 48), interracial tension still exists. Therefore, a traveller entering the homeland of another race may purchase Imperial protection at the cost of an additional A point. Protection lasts for the duration of the traveller's stay in that land. A traveler may be challenged by an inhabitant of the land. When the challenge is issued, THS rolls 1d6. If the traveler has protection, the challenge is successful if 1 or 2 is rolled, otherwise if 1,2,3 or 4 is rolled. A successful challenger gives the traveller 2 B points, while an unsuccessful challenger receives 2 B points from the traveller. The challenger acts on behalf of the whole tribe, and the same player may not be challenged again during his stay.
Decision: This definitely isn't PC, but I'll Accept as Rule 71.

Proposal: Due to the barbarous nature of the Bannan Aben, and the lack of respect many of them have for the Imperial mandate, imperial protection is less effective than in the other realms of the empire. In Bannan Abendland, a challenge made to a player under Imperial protection is successful on a roll of 1,2 or 3.
Decision: Accepted. Modifies Rule 71. Bannan Abenders are notoriously mean.

Proposal: Oh Gracious Emporer, for whom negative points may soon start to be a problem, let me propose a small yet neccessary rule: Players may not steal, trade, donate, bequeath, pay or anything else similar with their negative points, nor may they perform any of those actions with points they have zero of. Negative points are not funny looking objects with a little "-" on them; they are a debt. This keeps a player with zero L's from buying an Anti-Leaper Shield and winding up with negative one L, and it then keeps that player from giving it to another player or trading it.
Decision: Accepted. This clears up a lot of possible gray areas. Becomes Rule 74.

The player, however, must have the foresight to listen to the CD right before he gets attacked (that is, he must tell THS with his proposal that he chooses to listen to his CD.)

Point of Order: Proposal 44, (which resulted in Rule 40) stipulates that the proposal in question must be punctuated correctly in accordance with the conventions of standard English. TIE's decision did not remove this provision, but it does not appear in rule 40. I feel that this point has bearing on the current appeal (Call For Review 121), and thus defer my judgement pending a definitive ruling by TIE.
Ruling: The rule will stand as written, because otherwise it would probably be unfair to those who have English as a Second Language currently playing this game.

Therefore, should any player wish to compose a tome for contribution to the Imperial Library, they may do so without any cost to their current score. To be accepted into the Library, the title must be submitted to THS and TIE must approve its publication. For the contribution to knowledge and enlightenment in this, the brightest of all Empires, the author shall recieve 1 A point and 1 P point.
Decision: Accepted as Rule 77. What good is a library without books? P.S. You should have said populace, not populous.

Proposal: Great Emperor, who is so powerful that in comparison 'powerful' seems like 'weak', it seems that there is a hole in the snubbing rules at the moment. I therefore suggest that if the difference in popularity scores between snubbed and snubber is between 5 and 0, which will often be the case, the result of the snub will be decided in a fair an d impartial manner. As it is unseemly for TIE to have to throw dice, this decision will be made on the proposal number. If the proposal number is odd, the Snub succeeds(Snubbee's proposal ignored), if it is even the Snub fails(Snubber's proposal is ignored).
Decision: Accepted. Modifies existing rule.

Decision: If Skase and Bond can get away with being in debt, why not us? Rejected. BTW, that so-called "praise" of yours is not my style. Consider it not considered.

All regions in the Empire are Well Known to a "Jetsetter." All regions not in the Empire are Well Known to a "Worlds Traveller." All regions are Well Known to the Emperor.
Decision: Accepted, except for the first definition, as Rule 78.

Proposal: A Proposal whose sole purpose is to define an Undefined Term, without proposing a rule of actual merit, shall be considered unworthy of TIE's attention and be ignored. In addition, a proposer of such a rule shall lose any and all P points he may currently have, as punishment for such a sneaky attempt to score points.
Decision: Rejected. I like sneaky attempts. So do a lot of other people, remember the last one gained 1 P point.

Point of Order: Um. Just a point for the mighty Emperor to consider and ignore. The rules for becoming the Obscure Pearl state that you can become it by having points that multiply to total 100. However, this doesn't take into account the fact that all player currently have 0 H points, meaning that nobody can yet become the Obscure Pearl.
Comment: Implied in the rule is that classes of points in which you have 0 are ignored. This was mentioned in the actual proposal but left out of the rule to make understanding the rule page a little easier. Sorry for any confusion caused but you still don't get your points back.

Proposal 138 (Big Mad Drongo)

Praise: Almighty Emperor, whose mercy is known throughout the seven kingdoms...
Proposal: A glance around your wonderful Empire shows that D points are currently the rarest of point. For although C points can be gained without hassle, and E points *have* been gained, the only way to gain a D point is to have a proposal rejected, then accepted by the court of appeal. Since the Emperor would never make a wrong decision, this means that D points are currently impossible to obtain.
This wouldn't normally be a problem, but in order to leave the Empire (unpleasant as that idea may be) players need that D point. After all, surely it is widely known that the only way to become a World Traveller is to leave the Empire three times? A far greater task than becoming a Jetsetter by visiting ten different locations in the Empire including all the cities...
My proposal to alleviate this problem is that a player may obtain a D point and a B point by expending 7 A points. This will mean that finally travellers may leave the Empire on voyages of exploration for your greater glory.
Decision: You sure pack it into one proposal, don't you. Accepted as Rules 79 and 80.
Score: 2 A points + 2 A points for definitions Worlds Traveller and Jetsetter.

Proposal 139 (Tivol)

Deferred by Rule 48.
Proposal: Truly Incredible Emporer, a player who has successfully managed to Sail Away and Sail Back (although perhaps not in that order) has travelled to different worlds and hence should be named a Worlds Traveller. Granted, the world to which he travels needs a method that will allow him to Sail Back, so the places to which he Sails Away must be carefully chosen. A foreigner who appears to Sail "Back" first is not a Worlds Traveller until he also manages to Sail Away to his homeland and then, since Worlds Travellers may not be defined in his home world, Sail Back again. Worlds Travellers know many languages as well, including dialects, so no matter which foreign place they are in, they recognize the local slang for "Sail Back." Decision: Rejected. Rule 48 meant that Big Mad Drongo got in first.

I therefore propose that any player with Experience of Your Fair Empire may prove this by turning in 3 different types of Point, and to help them grow and progress along their Voyages of Discovery, they shall be rewarded by the ever generous TIE with 1D.

Proposal: Although it is truly said that none has as much knowledge(and therefore power, for knowledge is power) as You the eternal emperor, there are some people in Other Dimensions that claim to know the secrets of Dimensional Travel, and can pass strange entities known as Objects from one Dimension to the next. I propose that should a Player stand before a Dimensional Portal, they may pass an Object through; an Object is defined as a non-point entity associated with a Player, such as a Compact Disc, and that if they have made prior agreements with the denizens of that Dimension, may receive one of these strange Alien Objects in return. Such Alien Objects however have no power in these realms unless defined by Proposal.
Decision: Accepted. Reciprocation is the art of good Imperial game linking. Becomes Rule 81.

Proposal: I can state from experience that the role of The Obscure Pearl is one of a power approaching even yours. Such power should not be wielded by a mortal without danger. Therefore I propose that if the proposal in which TOP wishes to remove a player's points ends in a 0 or a 7 then the player being assaulted should be able to remove all of any one category of points possessed by TOP. This will redress the balance of power, and make TOP think twice before exercising near-Imperial power.
Decision: Accepted. Potential TOPs beware! Becomes Rule 82.

Proposal: Although the Imperial Library is currently being redecorated, when it reopens, the Imperial Librarian will, for a fee of 2A research any question submitted by a player, delivering an answer within 20 proposals. The information available to the Librarian consists solely of those books in the library (in accordance with Rule 77), and is not always completely accurate (only TIE has complete and accurate knowledge of the empire). The reply to the question will not be published, but sent individually to the player requesting it. At least initially, THS is the librarian.

Proposal: Great and magnanimous one, I humbly submit that B points are too easy to acquire and too expensive to get rid off, as the very act of creating a C or D point must give the Player at least one of these irritating B points. It is certainly a Good Thing that B points are handed out as penalties for Proposals that are Lacking, my lord, but to have to obtain them in trades for the C and D points is unfair, surely. Who would want to buy a CD now? I therefore suggest that B points are no longer accrued when a player trades 10A -> 1C or 7A -> 1D. Also, as a one-off gesture of sympathy, all B points currently in existence are annihilated.
Decision: All but the last bit is accepted. I'm not sympathetic to people who keep submitting proposals I reject. Appropriate Rules Modified.

THE IMPERIOUS EMPEROR PROCLAIMETH:
With dealings with other Empires about to begin, it has come to the attention of The Imperious Emperor that we have no currency. To this end, although the Empire currently has no need for Currency, the Empire will have the official and only currency as the Cactarian Imperial. The number of Imperials held by each player will be kept hidden from other players, and will not be represented in terms of points.

Proposal: Oh wise and magnificent Emperor who knows things that others lose track of so easily, would it not be wise to include in the newly published "Scores and Other Statistics" section some Statistics about the Points themselves? Many proposals these days have remarked on the scarcity of certain points although they (the proposers) offered no proof of their statements. Perhaps a small chart showing which points have been defined, how many are in circulation, what the global limit of these points in the game is, and any special meaning attached to the points could be created and placed on the page. Granted, it's much more work for The Humble Scribe, but I feel the good that it will do for new players, foreigners, and those reawakening from stupors will result in resounding applause for you, great Emperor.

The evil, lurid pirate Longbeard was enabled to enter our world from Imperial 4. He is now roaming our land, slaughtering people and plundering the wealth of this nation.
