Proposal 301 (Death)

Praise: Oh, mystical Emporer
Proposal: That if the name of a player is taken in vain (included by another player in a proposal) the player becomes enraged at the slight, and furthermore is summoned to the location of the other player by some mystical force that does not remove an A point. The enraged player may choose to challenge the other to a duel, with a +3S temporary bonus, but may not gain the P that the other loses, should he win.
Decision: How can I put this? We don't actually need this rule as no-one has mentioned any other player's name in a proposal except for Al-Istar, and in that situation such a rule wasn't appropriate anyway. Rejected.

Proposal 303 (Cerebus the Barbarian)

Praise: Emperor of strange powers to whom even the dead have voices. Proposal: A dead player loses all material items e.g. G and K points, all money, and anything carried (pelts etc.) these quickly disapear into the black market and thieves' pockets. He also leaves his corpse behind and his spirit appears in the underworld. A dead player may not hold any official office and proceedings to select a replacement occur as set out in the rule(s) which define that office. A dead player may continue to make proposals but may have no interactions with other players - even if they are also dead. (e.g. No duels in the underworld). A dead player may not win the game. (modify rule 18 to include this if accepted). A dead player may return to life if either a living player may attempt to enters the underworld and returns with the dead players spirit (Orpheus Quest). Or the dead player may attempt to escape on their own (Resurrection Quest). In either case the formerly dead player gains a new body with an S of 1 and the player who carried out mission gains 1 H or whatever TIE deems appropriate on successful completion of such a mission.
Decision: Accepted as Rule 136 with the Quests included both in the Quest list and Undefined Terms.

The Imperious Emperor Proclaimeth:
To enable me to reorganise the rules somewhat, only a couple of proposals will be decided upon for the next 2 or 3 days in total. Let's face it, after 300 proposals I'm overdue a Great Pause.

Proposal 306 (Al-Istar)

Date: Mon, 13 Mar 1995 12:52:31 +0000 (GMT)
Praise: Most Wise Emperor who hears the voices of his subject, even the dead.
Proposal: The effects of becoming dead are dependent on the relationship between A and B points in a player's score: If a player has more B points than A at the time they die, then they become a Zombie. A Zombie functions exactly like a living player, with the single exception that, whereas a living player must have no more than 5B in order to win, a Zombie must have no more than 5A, the maximum on B points being dropped. If the player dies having at least as many A points as B then they immediately lose all points, and are transported to a distant land, believed by many to lie across the Ocean, known as the gods' own country (this also happens to Zombies who acquire a higher total of A than B). A player in the god's own country may still submit proposals, points of order and mistake reports (presumably through a medium) but no longer gain the same rewards as living players. An accepted proposal is rewarded with 1L (for life) instead of 2A and a rejection with -1L (ignored proposals have no effect on the score). A dead player's proposals may only relate to fixed attributes of the empire, such as history, geography, information contained in Tomes and suchlike. Dead players may, at TIE's discretion be awarded O points, but L and O are the only types that may be held. For all purposes other than the submission of proposals, points of order and mistake reports, the dead player is treated as being outside the Empire. On accumulation of 10L the player is restored to life at their last known location within the empire (players who die outside the empire are reincarnated at the location from which they left. A reincarnated player has an initial points total of 1C, 1S plus any O they may have earned while dead. Should a dead player become a Messiah, they may only perform the functions of a Messiah for other dead players (including Zombies). A dead player (other than a Zombie) is not in a position to praise his Emperor, nor to submit popularity votes; so these requirements are waived. Any votes submitted by a dead player are ignored.
Decision: Absolutely great idea, but unfortunately we have already set some (rather simple) restrictions on dead people. Rejected.

Proposal 307 (Jay Luo)

Praise: Praise TIE for allowing us to live in his fine Empire.
Proposal: The Lord of a City, while in the City which he rules, may declare that he is holding a Banquet. This is treated the same as holding a Party, with the following differences: first, instead of paying 5A, the Lord Host furnishes 10 points (which may be of any type) which are distributed randomly to Guests at the Banquet as door prizes, one point to each attendee (excess points at the end of the Banquet are lost; if more attendees arrive than points are available, the later attendees receive no door prize). During the Banquet, the Lord Host may nominate one Guest to be the Guest of Honour. If the Guest of Honour then makes a Speech, he becomes Well Known in that City and receives 3P.
Decision: It appears that a Banquet shall be a fine evening out. Accepted as Rule 9.4 (137).

Praise: Though TIE knows all, have mercy on us who need to be reminded. Motivation: It is becoming hard to keep track of outstanding duels, who is well known, etc.
Proposal: THS shall publish in the score list who is well known where, what locations are well known to who, and what duels are still outstanding at any given time.
Decision: It's hard enough for me to keep track of it myself! I can't do all of this because it would really take far too much time. As a result, while I will do what I can, I will be telling TIE to try to reject this. (THS). Gee, I guess I have to reject it. (TIE). Score: 1 B point.

Proposal: Luminous, Lovely, Literate Emperor, whose Library is a source of great knowledge for us all, it seems that people should be encouraged to read the tomes in your Library! When in possession of a book/tome or a photocopy of one, a Player can read it by spending an A point and 20 Proposals. The time must be uninterrupted by other actions (even involuntary ones). A Player then receives an R point for the knowledge and whatever other knowledge is specific to the book or tome.
Decision: Accepted as Rule 138, placed in Chapter 6.

Proposal: Allow us to gain some knowledge, O Emperor who must surely know everything! The knowledge gained from reading "SevenLand on Three Coins a Day" means that a Player does not have to expend an A point to move around the Empire. Upon reading "The Merchant of Cambar and Other Instructive Fables", a Player becomes a Merchant (profession) without spending a C point. "The Nomicon: Beeinge a Mystickall Hystorye of Ancyente Empyreall Lore" makes the Player into a lawyer also without spending a C point. Reading "Around the Empire in 1600 Proposals" means that all locations in the Empire are Well Known to that Player.
Decision: Accepted. The information a book imparts will be held with the name of the book in the Scores and Other Stats.
Score: 2 A points.

Proposal 311 (Al-Istar)

Date: Wed, 15 Mar 1995 03:55:11 +0000 (GMT)
Praise: most Noble of Sovereigns, whose Empire has recently become plagued by a certain barbarian who is going round slaying your honest subjects.
Proposal: A dead player may, by expending 2C points and all P points they own make a pact with the Demon King in order to escape the underworld. This action immediately makes the player irretrievably Evil, and an agent of the Demon King in his plots against the Empire. A player who is resurrected in this manner reappears in the Royal Palace in Hoorbat, where the Demon King will instruct them in their duties. Sea transport back to the Southern Seaports will be provided by His Loathsome Majesty.
Decision: Should a Dead Player earn some C points, it is their right to try to gain life. This may be risky, but it's Accepted as Rule 139 (in Chapter 2)

Praise: Most popular of Emperors, whose well being is always highest in his humble subjects' concerns.
Proposal: In order that TIE may not become overworked, or snowed under in un-judged submissions I suggest that any submission which takes to over 10 (or such other number as TIE feels more appropriate) the number of submissions awaiting his imperial attention shall automatically be ignored (with standard consequences for the submittor). I also define a Great Pause as a well deserved break from hectic court life for TIE during which his subjects best show their respect for him by refraining from pestering him with proposals.
Decision: Accepted as Rule 140 (in Chapter 1) , but it only takes effect after the current load of proposals (as per Rule 50 I think). Also note that I defined Great Pause implicitly, so I can't give you the A point for defining it.

Proposal : (Providing definition of 'Forgiven by the Messiah') Currently, the only players seeking the Forgiveness of the Messiah are those players who wish to Make Amends for becoming Risible and wish to renounce this status. At the moment, there is no player worthy of status of Messiah and in the absence of such a representative, TIE shall make the decision the Messiah would have otherwise had to have undertaken. A player may only lobby to be Forgiven by the Messiah after a suitably worthy act has been performed, for example, publication of a Tome for contribution to the library, release of a new CD, completion of a Quest, offering of tribute after Sailing Away, Discovery of a Wonder of the World, etc.
Decision: Let's see, you can publish a Tome and be Forgiven, create a CD and be forgiven, find a Wonder of the World and be forgiven,... It's too easy! Make it harder to be forgiven, and I might be inclined to say yes.

Praise: Oh magnificent Emperor, slayer of Eepers.
Proposal: (clarification of Villainy and Ambushing) Firstly, Wild Animals and Eepers always Ambush to attack- have you ever seen a Dingo challenging someone to a duel? Secondly, Villains should always be able to be challenged by Heroes if they are in the same location despite the fact that they don't have any P points. Thirdly, in non-combat situations the -H of Evil players may be treated as if they were H points at that player's discretion; while a Hero may influence people by commanding respect, a Villain may influence them by commanding fear.
Decision: Fair enough. All these seem pretty reasonable, so Accepted as Rule 141 and put into Chapter 3.

Praise: Hail to the great TIE, may he never die.
Proposal: A player may travel to the Underworld; as the underworld is beyond the boundaries of the Empire he must spend 1 D point to get there and 1 D point when he returns. Players in the Underworld can not in any way be affected by players not in the Underworld. Any living player who travels to the Underworld will be Ambushed by the Reeper, a very powerful 'eeper that has a combat strength of 5 and can remove all A points from a player's score if it wins. Living players can lead Dead players Out of the Underworld; the Dead player must possess a D point in order to leave though, as the Underworld is beyond the boundaries of the Empire.
Decision: Accepted as Rule 142 and put into Chapter 2. Good work!

Proposal 317 (Al-Istar)

Praise: Wise Lord of us all who hears the voices even of his departed subjects.
Proposal: A dead player (henceforth called the late lamented) may make their Will known. The late lamented's Will shall consist of the totality of their points, and the players to whom they are bequeathed. Failure to make a Will known within a day and a night (40 proposals) shall result in the late lamented's points devolving to the Crown (TIE). However, should the late lamented escape the Underworld within that period, their points are retained.
Decision: Accepted as Rule 143 in Chapter 2. If you're dead for too long, your points deserve to go to someone else. Note that this rule does take effect for already dead players, but they only need to have their will in by Proposal 357.

Decision: TIE has no list of Doors lyrics. Unfortunately I will thus have to reject this proposal. Besides, I remember attempts from other Imperial Empires to introduce music by force, and look how they turned out.

Praise: O magnanimous Emperor, welcome back from your Great Pause, a Pause far Greater than that of any impersonating Emperor.
Proposal: When multiple proposals are undecided, TIE may choose to decide the shortest proposals first, leaving long proposals to be decided another day.
Motivation: This hopefully will make each Day of Decisions that much easier for our glorious TIE.
Decision: While TIE may well appreciate the drop in his workload on one day, the increased workload for the following day will more than make up for it. Besides, how can the game function properly when we lose the guarantees provided by chronological decision of proposals? It would become possible for the Emperor to manipulate Rule 48 for their own ends. I don't want this. Rejected.

Praise: Wonderful Emperor, let us define another way to assist you in the burden of governing.
Proposal: Proposals which are Ignored by the Emperor are submitted to the House of Lords, a body which shall include the Lords of all Cities. Each Lord may vote Aye, Nay, or Abstain on such a Proposal. A Lord must abstain on a Proposal submitted by himself. At the end of a Day, all Lords who have not yet voted on a Proposal are considered to have Abstained. If more Aye votes are received than Nay votes, the Proposal is Accepted; if more Nay votes are received than Aye votes, the Proposal is Rejected; otherwise, the Proposal is Ignored.
Decision: Accepted as Rule 144 in Chapter I, with one modification. Modification is that the Emperor emself qualifies as a Lord, being Lord of the Imperial Palace (but not necessarily Adelia City).
Score: 2 A points.

Proposal 322 (Euler)

Praise: Oh most wise Emperor, whose breath is always fresh.
Proposal: (attempting to patch up Proposal 313 into an acceptable form) In order to be Forgiven by the Messiah, it is necessary that the player concerned should complete a Quest to discover a Wonder of the World. Such rare occurences are these entities that it shall require at least 60 proposals to complete such a Quest. As proof that the Quest has been completed, it will be necessary that a full report on the location, magnitude and implied history of the monument be provided to TIE for consideration after that period. TIE shall decide whether the monument discovered is worthy of the title 'Wonder of the World' and if it is, then it shall be treated as such in future. Should it be too insignificant or the report be grossly exaggerated, then the request for Forgiveness shall be denied and the player concerned must complete another Quest, with the same objectives. I think that TIE can only agree that an achievement such as this is more worthy of Forgiveness than my last relevant proposal.
Decision: A worthy ideal, with only one problem. We have already defined how to discover a Wonder of the World, and I am not about to change my mind. To this end, though, I will grant your definition of the requirement, so you have the proposal Accepted as Rule 145 in Chapter 6, but have most of the rule gutted.

Proposal 323 (Anarchy)

Anarchy returns from the Underworld, With Bill in Tow!

Praise: Oh mighty emperor who is assuredly the strongest of us all.
Proposal: In order to carry large numbers of objects around, one must be very Strong. G and K points count as material objects for the purposes of this rule. A player may only carry as many objects as three times his S points. Should a player at any time hold more objects than he can legally carry, they will be dropped one at a time until he is no longer overweight, starting with the last object listed in his score. Anything not listed in the score, such as a Cactarian Imperial, is considered to be weightless and therefore exempt from this rule. Dropped objects are promptly recovered by scavengers and thieves and disappear from the game permanently. Currently overweight players have 20 Proposals to do something about either their Strength or their load before this rule takes effect(just to be fair).
Decision: Accepted as Rule 146 in Chapter 9.

Proposal 324 (Anarchy)

Praise: Wise but overworked Emperor, hear my humble plea.
Proposal: Proposal 132/Rule 140(Chapter 1) is slightly arbitrary because players have no means of knowing how long the backlog of undecided submissions is and thus cannot tell whether or not they should submit Proposals at any given time. Also, with it being legal to submit 2 Proposals at the same time(plus any attached PoOs), it would become too easy for the backlog to become clogged up; I therefore suggest that if the Emperor has too much work rule 10 be modified to allow only one undecided proposal per player, and also that THS publish the number of currently unjudged items on the Proposals page.
Decision: Now that Ignored items can still be Accepted by the House of Lords, and given that I trust the skill of the Imperial players implicitly, I see no reason to change the current situation. Sorry, but that's how I see it.

Proposal 325 (Cerebus the Barbarian)

Cerebus attacks and kills a Weeper.

Praise: Fantastic Emperor who can spell supercalifragilistic and knows what it REALLY means.
Proposal: That the Villains rule (VII-15, 130) be further cleared up. Villains and Demons ignore H points due to their dishonourable tactics but this is a separate matter to the description of a Ambush (no refusal possible, and players lose 1P for starting one). Several rules refer to the use of H points in non-duel combat and the increase of combat ability with heroism these would all require modification if (proposal 314 / Rule III-14, 141) was interpreted with the Ambush attack including lack of impact of H points. Therefore I suggest a new rule to sum up the rules on fighting :-
A being may attack another in one of two ways, by accepted Duel or by Ambush. A being may only attack another while in the same location. First consider special rules for each antagonist (Villains and Demons ignore H points, Weapons and Shields are not used in duels, Possession of Demon King's Sceptre gives +5 bonus and 'eepers attacks are useless against certain shields). Each antagonist then has 2 six sided dice rolled for them by THS and S points, H points and the +2 bonus for weapon (K point) are totalled and added to the dice result. The winner and loser sufferring the consequences as detailed in the individual rules. For this rule to work all beings should have a defined Strength (S points). And I think only players may be heroes (have H points). Rule III-5, 58 and Rule III-7, 88. Modified as follows; Creeper 1S, Weeper 2S, Leeper 3S, Sleeper (Variable - A points of the player), +2 bonus for venom, 2 dice rolled not one and S points useful.
Rule VI-23, 122 Modified as follows; 2 dice rolled not one.
Decision: What an effort! Finally someone who takes the time to look for the inconsistencies and fix them up. I've got to accept this one. Becomes Rule 145, placed in Chapter III.

Proposal 326 (Cerebus the Barbarian)

Cerebus attacks and kills a Weeper.
Praise: Amazing Emperor, the light of your life is greater than the Sun's and your brilliance overwhelming.
Proposal: I did not notice any rules on becoming the Lord of a City so I suggest the following requirements:
  1. Due to interracial tension player should be of the same race as the city's inhabitants.
  2. The city must be Well Known to them.
  3. They must be in the city when attempting to become a lord
  4. They must be popular (more than 5 P points) although need not remain popular.
  5. There must be no current lord for that city.
  6. The player must make a successful proposal relating to that city and said proposal must be popular (player gets a P point for it).
A player who meets all these requirements then proposes that they are suitable to be elevated to the aristocracy (with greater than usual praise for TIE). TIE then announces his decision and the player is granted the title (or not). A player may not attempt to become Lord of the same city again after TIE has rejected him, although he may try from scratch at a different city. Note a player may only be a Lord of one city at a time.
Decision: Accepted as Rule 146 in Chapter 6, with part 2 being ignored, because it's basically a given that if you are of the same race, the city is well known to you.

Point of Order 327 (Anarchy)

Point of Order: Quote(rule 136, II.31): "A dead player may continue to make proposals but may have no interactions with other players... (e.g. no duels in the underworld)." Using D-points to transfer H would seem to be an interaction; also, if this rule can affect Duels which form part of a rule introduced earlier, it surely can affect the D point transfer rule. I therefore believe that Al-Istar's action was not legal and, along with its consequences, should be revoked, allowing me to keep my -2H and thus winning the game.
Decision: I took interactions to mean physical interactions, e.g. duels and very little else. I did think about this before the Point of Order came through, but thought that, as I had not actually put that rule into Chapter 3, but into Chapter 2 (Earning Points), that it was not a player interaction as such. {Interactions should probably require both players to do something.}

Proposal 328 (Anarchy)

Praise: Oh great Emperor whose stores of points are infinite and who easily transcends the 31 point rule.
Proposal: Because of rule 136(or II.31) Dead players aren't allowed to interact with anyone else; Therefore I suggest that Wills are executed by the great and mysterious powers of TIE. A Will can only take effect after the 40 Proposal waiting period as time is needed for the confirmation of the player's Dead status. In order to claim their inheritance, the beneficiaries of the Will must turn up at the Imperial Palace to collect the points from TIE's lawyers. If within a further 20 Proposals they do not collect, the points shall return to the coffers of TIE.
Decision: Accepted as Rule 147, placed in Chapter 2 (I may need to create a new chapter here.)

Proposal 329 (Anarchy)

Praise: All hail TIE, ruler of the seven seas.
Proposal: In order that the Council of Lords may begin to go about its business, I propose that: 1) Should it transpire that a City has no Lord, the most popular player currently in the City, or the next player to enter the city if no one is in it, shall be declared its Lord; 2) No player may be the Lord of more than one City, and any Lord of one city who desires to contend for the Lordship of another city shall forfeit the Lordship of his original City.
Decision: Rejected as we have already defined the rigorous requirements for Lordships, and no-one has explained how Lords can be challenged.
Score: 1 B point.

Decision: In an earlier decision about the applicability of Rule 27, I declared that the proposal would be ignored if it had no capitals or punctuation. As this has no capitals AND punctuation, I don't have to ignore it, so I reject it.

To realms of spirits.
Proposal:A dead player (hereinafter referred to as the spirit) may choose to Haunt one living player, by informing THS of the fact. Haunting shall have the following effects once every night: If the Haunted player is a Hero, then the fear caused by the spirit shall cause the Hauntee to lose 1H (a Villain shall lose -1H) If the Haunted player is neither a Hero or Villain 1A point shall be lost every night. The Hauntee may remove the haunting by:
  1. being Forgiven by the Messiah
  2. rescuing the spirit from the underworld
  3. gaining 3 O points.
The spirit may only haunt one player; ie if the haunting is removed by method 1 or 3, the spirit may not choose to haunt another player.
Decision: These Hauntings appear too easy to accomplish. Sorry, but I'm going to reject this one, because without a D point, the Hauntee is pretty much stuck.
Score: 1 B point.

Proposal 333 (Al-Istar)

Praise: O Supreme Overlord of the living and the dead, your late subject seeks to impose upon your wisdom with a paltry proposal.
Proposal:Should a single player have a greater (positive) total of H points than the (positive or negative) H total of any other player, then that player is declared The Imperial Champion (TIC), and holds that post until another player attains an H total greater than TIC's then-current H score. TIC is required to seek out and combat Villains, by challenging them to duels, from which they may gain no points, as it is their duty to uphold TIE's honour against Villainy, and therefore points taken from defeated Villains belong to TIE. A Villain defeated by TIC loses 1S point in addition to the normal penalties for losing duels, but may not be re-challenged by TIC until all other Villains have been similarly duelled. Should TIC lose a duel, then they lose 1H and 1P due to the shame of not successfully upholding TIE's honour. While Villains exist in the Empire, TIC must engage in combat at least once every two days, or lose 1H. TIC receives 1 Cactarian Imperial per day, and sits in the House of Lords.
Decision: Accepted as Rule 148, in Chapter 7.
Score: 2 A points.

Proposal 334 (Anarchy)

Praise: Most wonderful emperor who always has a sense of humour.
Proposal: A player may spend JOKE in order to play a Practical Joke on another player in the same Location. The Joker must submit to TIE, publicly, a description of the intended Practical Joke. TIE according to his great wisdom and sense of humour will judge the outcome of the Joke. If TIE deems the joke to be sufficiently amusing, it will be Accepted, the consequences of this being: All A and J points of the Victim are transferred to the joker and the joker shall gain +5P, +1E and -1H. If TIE disapproves of the joke, it will be deemed to have failed in some way. The Joker gains +1E -5P -1H for this and loses all their J points.
Decision: Why not? It's a fun Empire, so some joking might be fun! Accepted as Rule 149 in Chapter 3.
Score: 2 A points.

ANARCHY WINS!!!

Congratulations on your magnificent performance. For those of you who missed the ending (pretty much everybody), here's what happened: Anarchy had 5C, 9A, 1D, but needed to become a Hero. On gaining 2 A points to reach 11A, he converted 10A into 1C, bought a CD "Three Minute Hero", thus becoming a Hero (even if only temporarily) and thus winning the game!
