Proposal 1

Proposer: Denis Proposed: 7 Oct 1994 Proposal: A player may challenge The Imperious Emperor. Other players may then submit one vote each, either for the challenger or for the Emperor. If the challenger gets four votes before the Emperor then he becomes the new Emperor. Decision:Rejected Score: +1 Total: 1 Reason: My autocratic ego needs to be fed before democracy can be considered.

Proposal 2

Proposer: Stripes Proposed: 8 Oct 1994 Proposal: The proposer of a rule that invalidates other rules gains one half a point for each invalidate rule. Decision: Accepted as Rule 21 Score: +3 Total: 3

Proposal 3

Proposer: Olivier Proposed: 9 Oct 1994 Proposal: Any player may submit one Consitutional rule. If the rule is accepted, the proposer gains 2 points at the acceptance, half a point each time the rule is applied, and the rule can not be invalidate in any way. A Consitutional rule can not be proposed by the same player until all players have proposed one. Decision: Rejected. Score: +1 Total: 1 Reason: We cannot know when all players have proposed such a rule, as we do not have a set number of players. In any case, I think the half points may become too difficult to administer.

Proposal 4

Proposer: Stefan Proposed: 10 Oct 1994 Proposal: The original proposer of an invalidated rule loses half the points originally awarded for proposing the rule. Decision: Accepted as Rule 22. Score: +3 Total: 3

Proposal 5

Proposer: THS Proposed: 10 Oct 1994 Proposal: A Player shall be anyone who has made a Proposal in the last month; if someone has made a proposal more than a month ago and none since, that person shall be called a Latent Player. Latent Players can't gain points for any reason, although they can of course submit a proposal to become an active player again. Decision: Accepted as Rule 23. Score: +3 Total: 3

Proposal 6

Proposer: Olivier Proposed: 11 Oct 1994 Proposal: A player can be The Gracious Favorite on the decision of TIE. TGF gain one more point each time one of his proposal is accepted, but loses half of his points when TIE rejects one of his proposal. TIE decides along his own Royal Judgement to who he gives his Favour. Decision: Accepted as Rule 25, with the following amendment: If TGF has 2 proposals rejected in a row he is no longer TGF.

The current TGF is Denis Howe for Rule 24. Score: +3 Total: 4

Proposal 7

Proposer: Thrud Proposed: 11 Oct 1994 Proposal: Any proposal that attempts in anyway to undermine the authority of the Emperor, shall be rejected due to the trade winds over the Equator. Which have the desirable effect of making the Emperor hot and bothered and hence egotistical. Even if this does not occur (i.e. the Emperor is eating an ice-cream) the proposal should be rejected, due to the grovelling nature of this proposal. Decision: Rejected. Score: +1 Total: 1 Reason: TIE does not need a new rule to stamp down on those who attempt to undermine his authority (and I'm not *that* close to the equator).

Proposal 8

Proposer: Denis Proposed: 11 Oct 1994 Proposal: Each player must invent an interesting name for his current location. A player may initially move to any another location simply by naming it, and by doing so, connect those two locations. Once a connection has been made, it may not be changed. Each location may connect to at most two others and once two connections have been made from a location, players may only move out of it along those connections. The Humble Scribe will publish the names of all locations, but not which locations are connected or who is where. The Humble Scribe will inform individual players whether an attempted movement has succeeded or not. Decision : Accepted as Rule 24. Score: +3 Bonus Score: +2 for brilliance of proposal, -1 for amount of work for THS. Total: 5

Proposal 9

Proposer: Tivol Proposed: 12 Oct 1994 Proposal: If a Player submits a proposal where, after all the possible bonus points are added up, the Player stands to have a higher total score after the proposal is rejected than if it is accepted, then the Player will receive none of the points normally awarded upon decision. The proposal still gets decided, however. Decision: Accepted as Rule 27 Score: +3 Total: 3

Proposal 10

Proposer: Kelly DeYoe Proposed: 12 Oct 1994 Proposal: The number of points awarded for any action must be an integer. If the number of points to be awarded is not an integer, the number of points actually awarded will be the nearest even (i.e. evenly divisible by 2) integer. Decision: Accepted as Rule 28. Score: +3 Total: 3

Proposal 11

Proposer: Stefan Proposed: 12 Oct 1994 Proposal: A player must attempt to change location with each proposal. If unsuccessful, he receives only half the points he would normally gain for that proposal. Any point losses, on the other hand, are doubled. Reversing one's previous move is not allowed. Decision: Accepted as Rule 29. Score: +3 points. Bonus Points: -1.5 points per Rule 29, +0.5 points per Rule 28. Total: 5

Proclamation 12

THE IMPERIOUS EMPEROR PROCLAIMETH:

Everyone shall start in The Grand Central Square. This shall be a default for new players.

As the THS interprets this, since at most two exits may be from a given location, a player may teleport out of the Grand Central Square at any time. Furthermore, no connections may be made to the GCS.

Proclamation 13

THE IMPERIOUS EMPEROR PROCLAIMETH:

Proclamation: The Imperial Emperor and his Good Lady Emperor have just purchased a new Imperial Palace in the leafy Melbourne suburb of Ashwood.

To celebrate this most momentous of occasions, all players who have previously submitted a proposal shall receive 1 bonus point.

Proposal 17

Proposer: Tivol Proposed: 13 Oct 1994 Proposal: No two players may have the same number of points if their scores are greater than or equal to ten. If a player gains points and his new score would equal another player's score, one additional point is added to his score. If a player lost points to bring him to his new tying score, then one additional point is subtracted. This rule may have to be implemented many times in a row for one player. Point-Of-Order 19

Proposer: Thrud Proposed: 13 Oct 1994 Point of Order: Rule 28 has been broken, see Proposal 11 (12 Oct 1994). The Bonus points awarded for Proposal 11, have broken Rule 28, as -1.5 points, and -0.5 points were awarded. Rule 28 states that if the number of points are not an integer, the points awarded should be the nearest even integer. Therefore, the actual points awarded as the Bonus should be -2 and -2 (totalling -4), as they are the nearest even integers. I know the total bonus points awarded add up to -2, and thus satisfies the rule, but as the points are awarded from 2 sources, this contravenes the Rule.

Response: The -0.5 was awarded because of this rule, not in contravention of it. However, it is incorrect, it should be +0.5 points. Points awarded for proposal 11 should read:

+3 points (for accepted proposal for rule 29) -1.5 points (as proposal contravenes rule 29)

this leaves total at 1.5, this means rule 28 is invoked..

+0.5 points (for rule 28) total for proposal : 2 points.

Proposal 20

Proposer: Thrud Proposed: 13 Oct 1994 Proposal: Players may issue a Challenge to another Player with each proposal. A player may accept this challenge with his next proposal, i.e. Challenge , and Accept/Decline . When these two players eventually meet at a location, a DUEL ensues. The winner of the duel, will receive 3 points, and the loser will be deducted 3 points. The result of this duel is decided, by the difference of the two players scores each of which is added to a random variable i.e. 2D6 (two six-sided dice). The highest score wins, the random variable is rolled by the Humble scribe. The winner of this duel may not challenge the same player till he has dueled with another player. However, the loser, may challenge the winner again, and again etc. Move: Successful Decision: Accepted as Rule 32, provided THS has a random number generator available. [I do, and it is. Proposal 21

Proposer: Stefan Proposed: 13 Oct 1994 Proposal: The maximal number of locations, in addition to the Grand Central Square is twice the number of active players (i.e. ones who have submitted proposals during this game. After this number has been reached, a player must attempt to connect to an existing location. If a player enters a location which is already occupied, he must transfer one point to the player who was in that location first. Move: Successful Decision: Accepted as Rule 33. Score: +3 Total: 9

Proposal 22

Proposer: mcv Proposed: 13 Oct 1994 Salutation: Hail, O Great Boss of this pretty interesting, although perhaps slightly unstable, empire! Proposal: I propose to accept the proposal that all Experienced Players with a name with less than four characters gain 3 bonus points every time a proposal is rejected, to compensate these unfortunate subjects of the Greatest Ruler ever for the misfortune that they have such a short name, and thus resulting in a higher level of average happiness in your Illustrous Empire! Move: Successful Decision: Accepted as Rule 34, but beware, application of this rule may have interesting results.... Score: +3 Total: 3

Proposal 23

Proposer: THS Proposed: 13 Oct 1994 Proposal: The Player who first moved to a Location must also send a description of that location to THS. Move: Successful Decision: Accepted as Rule 35. Score: +3 Total: 7

Proposal 24

Proposer: Tivol Proposed: 13 Oct 1994 Proposal: In the unlikely event that rounding, leapfrogging, and other point changing circumstances (brought on by Rule 25, Rule 31 and their ilk) causes a player's score to be continually bounced between values in an unending loop, the player's score will be arbitrarily set to five points and all further adjustments to that score will cease until another event provokes a change in score. If this rule itself contributes to a paradoxical situation, then this rule will overpower such a situation. This rule itself should also be considered when working with other scoring situations, such as Rule 27. Move: Successful Decision: Rejected. Score: +1 Other Score Changes: THS and mcv each receive 3 points, per Rule 34. Total: 8 Reason: Not necessary (yet!). There is no circumstances at the moment under which this rule could be invoked.

Proclamation 25

THE IMPERIOUS EMPEROR PROCLAIMETH:

Proclamation: No player may move location until at least 2 other players have moved location.

Proclamation 26

THE IMPERIOUS EMPEROR PROCLAIMETH:

The construction works in the empire are now complete. This means a number of rule changes have taken place. Rule 24 has been abolished. [So noted. --THS] In its place are several new rules.

There are 24 locations within the empire. There are now 4 connections to/from each location. There are only 2 connections to/from the Imperial Palace. There are 6 connections to/from the Grand Central Square.

A player may move to a location by naming it or by specifying a direction to move (North, South, East or West). If there is no connection to a place that is named, then the move fails. A directional move will always work, as every location has a connection in each of the 4 directions. The one exception is the Imperial Palace from which you can only move Up or Down. The 2 extra directions at the Grand Central Square are also Up and down.

A map of all existing locations and connections is rumoured to exist, but will not be revealed to players.

Connections cannot be removed.

The names of all locations will be published, but not which locations are connected or who is where. THS will inform players whether an attempted move has succeeded or not.

Rule Modifications

Rule 26 has been modified to read : All new players shall start in the Grand Central Square.

Rule 30 has been modified to read : THS will tell a player which other players are at his current location and what it looks like.

Rule 33 has been modified to read: A player must attempt to move to an existing location. If a player enters a location which is already occupied, he must transfer one point to each player who was already in that location.

Proposal 27

Proposer: Stefan Proposed: 14 Oct 1994 Proposal: The Humble Scribe shall publish descriptions of each location, to allow players to decide whether a particular location is a desirable destination, and to reduce his workload under Rule 30.

Move: None Decision: Rejected. Score: 1 point - 0.5 points for unsuccessful move (none) -0.5 points per rule 28 = 0 points scored. Other Point Changes: THS, mcv each receive 3 Points per Rule 34. Total: 9 Reason: You've got the names of all locations. You want descriptions as well? Unfortunately the capital expenditure budget for the Empire ran out with the construction of connections to all 24 locations, we did not have enough money to put up sign posts, or to put out tourist brochures. You'll have to find out what a place looks like when you get there, and hope that you can work out from the description what the place actually is.

Proposal 28

Proposer: Thrud Proposed: 14 Oct 1994 Proposal: All players, shall have a name, that begins with a capital letter. Those that do not are fined 3 points on the spot, and 1 point henceforth with every proposal they make. If that proposal fails they are fined 2 for being very stupid as well as untidy and improperly dressed. As people should have more respect for themselves, they are so untidy, its a disgrace! Move: Unsuccessful Decision: Rejected Score: 1 point -0.5 points (unsuccessful move), -0.5 points (rule 28) = 0 Other Point Changes: THS and mcv each receiv 3 points per Rule 34. Total: 5 Reason: In this most benevolent empire, we try not to pick on those less fortunate than ourselves.

Point-Of-Order 29

Proposer: Thrud Proposed: 14 Oct 1994 Point of Order: When a player submits a proposal, he has to try to move to a new location. However, if he submits a proposal after 2 players have submit a proposal since his last, and 1 of the those players fails to move. Then what happens to the player, as only 1 player will have moved (see Rule 36)? Does he get to move, or does he fail and hence what about the points scored for an accepted or rejected proposal (Rule 29)?

Response: As the rule stands, he has to wait for somebody else to move. Rule 29 is fairly vague about what happens when a player does not move, and certainly represents opportunity for further legislation. As I am judging it in the mean time, a no move will be scored as an automatic unsuccessful move. There are a number of ways to legislate around this (a default move, a penalty for no move...).

Proposal 30

Point-Of-Order 31

Proposer: THS Proposed: 14 Oct 1994 Point-Of-Order: If someone doesn't submit a move with eir proposal, what should I do? Post the proposal and dock them the half-points? Or not post it at all?

Response: The proposal should be posted. It will be judged on its merits. If no move is specified, then we will treat this as an unsuccessful move as far as handing out point go (ie award only half points for the proposal). However this proposal will not count as a move for the purposes of rule 36. As I said earlier, this represents an opportunity for further legislation, and the player who does clear this anomaly up will be looked upon favorably.

Point-Of-Order 32

Proposer: mcv Proposed: 14 Oct 1994 Point of Order: Can The Humble Scribe win the game? It seems like he's currently in the lead with 10 points. [At the time this was proposed, I was in the lead with 10 Pts. Since then, Denis has taken over, with 11. --THS]

Response: Rule 2 says that anyone can play! THS has 2 distinct advantages over the other players as I see it. He gets to see my replies as soon as I've sent them and can therefore submit new proposals/moves before anyone else. Secondly, he has a better than even chance of making a successful move, as he has more information on locations/connections than other players have. He is also getting considerable assistance from Rule 34. To counter his advantages, I would suggest submitting proposals designed to remove/nullify these advantages. Rule 34 in particular had results which I did not foresee, perhaps this rule needs some modification.

Proposal 33

Proposer: mcv Proposed: 14 Oct 1994 Salutations: Brilliant Lord, Elucidated Ruler of The Greatest Empire. Proposal: Only the Imperious Emperor is magnificent enough to deserve a capital letter in his name. No one except the Illuminated Emperor is allowed to use capital lletters in his or her name. All players who violate this rule will lose all points, and will not be able to gain any new points, until they admit their lowlyness and assume a name with only lowercase letters. Move: Unsuccessful Decision: Rejected. Score: 0 points (per rule 27) Other Point Changes: THS receives 3 points per Rule 34 Total: 4 Reason: Rule 16 says players can use only one name, and I'm not about to take all points away from every player except for you.

Point-Of-Order 34

Proposer: Tivol Proposed: 14 Oct 1994 Point-Of-Order: Do previously created links between rooms exist? When someone moves from one named room to another, will the travelled direction be given? Will this rule be enacted retroactively to inform people who already moved which direction they went? [THS notes that he has sent a similar question to TIE; He also notes that he has kept a log of all moves, so that he can show location relations.]

Response: All previous links still exist, except as advised in the proclamation forwarded from the Ministry of Works (GCS-Valdemar no longer exists). THS will now advise which direction a player moved, if a successful named move is made. This will not be made retroactive, unless THS feels like the extra work. [And he does. As soon as he gets all the Players' moves straightened out he will be mailing everyone "what they know". --THS]

Point-Of-Order 35

Proposer: Tivol Proposed: 14 Oct 1994 Point-Of-Order: Our current TGF was picked because of a rule that our illustrious TIE abolished. Granted, TIE "decides along his own Royal Judgement to who [sic: whom] he gives his Favour," but I thought it deserved to be brought up.

Response: I still think it was a very good rule, and it was only abolished to make way for another set of rules along the same lines. I don't think I'll change my TGF yet.

Proposal 36

Proposer: Tivol Proposed: 14 Oct 1994 Salutation: Oh glorious emperor whose ultimate greatness defies words: Proposal: All proposals must fulfill the requirements it would place on other proposals, or a penalty/boon of twenty-five points will immediately be levied upon the player. (Note that this proposal fulfills its only requirement by fulfilling its only requirement.) Move: Successful Decision: Accepted as Rule 39, but the penalty will only be 5 points. Score: +3, +1 per Rule 31 Total: 12

Proposal 37

Proposer: THS Proposed: 17 Oct 1994 Proposal: Rule 34 is very dangerous; it should be abolished. I propose that Rule 34 be abolished and any points received from it be rescinded. Move: Successful Decision: Rejected. Score: 0 Other Point Changes: mcv +3 per Rule 34. Total: 18 Reason: I would prefer players to try and work around or nullify a particularly nasty rule, than to flat out abolish it. There are ways of effectively doing this...

Proclamation 38

Proclamation 39

IMPERIAL NEWS BULLETIN:

This urgent news flash is to warn all subjects to beware of a gangster that goes by the name of Longbeard the Cut-throat. Longbeard is known to be lurking in one of the known locations in the realm. If discovered, he will immediately initiate combat, according to rule 32. As he is a despicable fellow, there is no chance for a player to decline the duel. At the end of any duel, Longbeard will disappear from his current location and spirit himself away by means unknown to another location at random. For the purposes of duelling, Longbeard always has a score of 10 points. His score is unaffected by battle. Yours is.

Proposal 40

Proposer: mcv Proposed: 16 Oct 1994 Proposal: A player may at any time report a mistake made by the Humble Scribe. If the Imperious Emperor decides that it was indeed a mistake, the reporting player gains 2 points, and the Humble Scribe loses 3 points. Move: Successful Decision: Accepted as Rule 39. However, if the error reported is considered to be too petty then it will be ignored. If the error turns out to be made by the Imperial Emperor, then the player will lose 1 point for daring to point out his Emperor's mistakes. Score: +1 Total: 14

Point-Of-Order 41

Proposer: mcv Proposed: 17 Oct 1994 Point-Of-Order: Proposal 37 was rejected, but none of the players with a name of less than 4 characters got any points for it. [Yes, that's true. Actually, I should have gotten 0 points because if it had passed I would have lost 9, while if it was rejected I would have gained 3. Sigh. --THS]

Response: 0 points for THS, extra 3 points (per rule 34) for mcv. No points are awarded for THS making a mistake, as the I entered the score for that proposal, not THS. The rule about pointing out mistakes made by TIE also will not be invoked, as it was not in place when this point-of-order was lodged. [So noted. --THS]

Point-Of-Order 42

Proposer: Thrud Proposed: 17 Oct 1994 Point of Order: THS has 19 points!!!! A bit unfair, since he cannot make an unsuccessful move. I suggest an ammendment to Rule 2, so that THS may not play. [You might try proposing it, then. --THS]

Response: Read response to Point-of-order 32. I would also prefer to see other ways to prevent THS from scoring heavily, rather than banning him from playing. Remember that the majority of his points have come from Rule 34, which was not even proposed by him. Have a look at Proposal 40 for an example of how to legislate against THS.

Point-Of-Order 43

Proposer: Thrud Proposed: 17 Oct 1994 Point of Order: Rule 34 starts off with - All Experienced Players, who says that mcv and all those players with under four letters is an experienced player? Who is an experienced player? [Indeed. I was going under the assumption that anyone who had experience in Fascist was Experienced. --THS]

Response: Indeed, I agree with THS. As no-one else has further defined the word 'experienced', by submitting a proposal to define it, then an experienced player is any player. Once again I suggest - submit a proposal!

Point-Of-Order 44

Proposer: Thrud Proposed: 17 Oct 1994 Point of Order: Compensating the so-called `unfortunate subjects of the Greatest Ruler ever for the misfortune that they have such a short name'does in no way result `in a higher level of average happiness in your Illustrous Empire!'. This does lead to a society where certain players, reap the benefits To avert this potential political hotbed, and in TIE's own words, `In this most benevolent empire, we try not to pick on those less fortunate than ourselves', I suggest that Rule 34 be scrapped. I demand a referendum and call upon all fellow citizens of this empire to voice their opinions! [Again, you might try proposing this... --THS]

Response: Ignored. Submit a proposal.

Proposal 45

Proposer: Thrud Proposed: 17 Oct 1994 Proposal: I propose that players may apply for planning permission from TIE for the opening of a shop. In this application (which the TIE and THS only see) a player must describe where the shop is to be set up (1 per location) what it sells and the price. The cost of setting up a shop is 5 points. The shops will not be listed or what they sell. Only when you reach a location may you see what shop is there. (Extra option, player gets half the profits, rest go to TIE). The cost of applying for planning permission is 0 points. Move: Successful Decision: Accepted as Rule 40, extra option included. Once planning approval has been given the player has to move to the location specified to set up shop, he loses the 5 points at that stage. He does not have to remain at the location for the shop to operate. (good proposal!) Score: +3 Total: 8

Response: Umm, wasn't this just supposed to have been sent to me, and not posted? I suppose it's reasonable that it was posted, considering it was submitted prior to the rule being approved. Planning permission granted. Player will need to move to Kurt Cobain's brain to set up shop. I would like to see some more proposals to further define combat... Is using dice ok with THS? tie. [THS note: It seemed to me that Player Thrud was merely sending some sort of Point-Of-Order, or perhaps a Proposal, as there was no legislation to govern it! Due to the acceptance of Proposal 45, I have made the Application private. Yes, dice are fine. 2d6, I believe, was what was specified. Further note to ambitious proposal writers: I have 4,6,8,10,12, and 20 sided dice, and don't be afraid to assign specific chances (eg 1 in 13 chance...) to an event; I can always *easily* write a computer program to do it. --THS]

Point-Of-Order 47

Proposer: Denis Proposed: 17 Oct 1994 Point-Of-Order: Either Rule 35 should read "The Player who first *occupied* a Location..." (rather than "moved to") or THS should tell us when we are the first player to move to a location. [Actually, I have been. In the first batch of locations, before TIE created the others, I just sent out a group letter to everyone, requesting that they describe them. Now, I just let them know if they move into a previously undescribed room that they are to send a description. --THS]

Response: THS has answered this sufficiently.

Point-Of-Order 48

Proposer: mcv Proposed: 17 Oct 1994 Point of Order: When I proposed rule 34, I had a rule from a previous game of Fascist in mind, where experienced players were players who had made at least 2 proposals, one of which had been accepted. At the time I did the proposal, I wouldn't have been an experienced player if that rule had been valid in this game, so I was even being nice (and I didn't even know that the rule would have these implications (not that I don't like the implications (although my idea was to get 4 points for rejected proposals, instead of 0))). But if someone would propose a rule that defined an Experienced Player as someone whose name starts with a Q, I wouldn't get any points from rule 34 from that moment.

Response: Well said. And until someone does, you'll happily receive 3 points for every rejected proposal!

Proclamation 49

IMPERIAL NEWS BULLETIN:

A calamity has struck the empire! The Imperial Emperor's most beloved daughter The Pouting Princess has been kidnapped! Sources say that the kidnapper is the renowned villain, Longbeard the Cut-throat. All players are asked to search to all corners of the empire to find the Emperor's daughter and return her safely to him. A reward of 5 point is offered to the player who returns The Pouting Princess to the Imperial Palace.

Longbeard is known to be hiding in one of the 24 known locations. Your task is to find him, and defeat him in combat. You will then have freed the princess from his clutches, you will then need to find your way to the Imperial Palace to deliver the Princess and collect your reward. Remember, it is the player who actually delivers the princess to the Palace that gets the reward, so watch out for other players who may then defeat you in combat before getting to the Palace!

Proposal 50

If only two locations have up or down, then the Grand Central Square is connected to the Imperial Palace, twice? Is there wrap around there, that is from GCS, if you go either up or down, you will move to TIP? Mistake Report 81

Reporter: Tivol Reported: 26 Oct 1994 Report: Rule 44 has been neglected in one of two ways, depending on whether or not the number one is considered prime: If it's not considered prime, then willem's score of 1 resulting from P75 should be increased to 2 and then to 3 by Rule 44. If it is considered prime, then the moment willem declared playerdom, his score was zero, which is one less than a prime. His score should have been increased to 3 before the point from P75's rejection was added. (Personally, I think that one is a special case and should not be judged for its primeness as it is the multiplicative identity. But what's my will compared to TIE's?) Also, after Proposal 72, my score of 18 should have been increased to 19 (R44) and then 21 (R31). After Proposal 74, Thrud's score should have been increased to 17 (R44).

[THS Note: I had no idea what to do on willem's score; I was going to think about it, but then I forgot about it. I might note, however, that with the passage of Rule 44, anyone who *attains* a one-less-than-prime score will gain a point. Youse guys already had them. --THS]

Response: Ok, lets start by saying that when proposal 64 (rule 44) was accepted, I said '1 extra point will be awarded every time a player reaches scores ...0,1,2,4,6,10,12,16,18,22...' It does/did not apply to players already on that score (ie any new players on score 0). willem then gained 1 point to move to 1. He should then move to 2 then 3 by rule 44, so should now be on 3 points. After proposal 72, Tivol's score is on 18, it should be moved to 19 (rule 44), then 21 (rule 31). And finally, Thrud, should then have moved to 17 (rule 44), with proposal 74. +2 points for Tivol, -3 points for THS [-1 per Rule 31].

Response: Perhaps we do. As for your example, the most likely scenario is that a player finds himself on 28 points. If r44 is used first, he then goes to 29 points. Then r48 takes his score to 19. If r48 was applied first, then the score would go to 18, which is one point below a prime number so r44 is applied to take score to 19. Because of r48, it is unlikely that anyone's score will get higher than 28 anyway, so it is not a particularly pressing issue. If it does come up, and there is no rule regarding what gets applied first, then I'll make a considered decision.first, then I'll make a considered decision.

(I can't do anything myself until other folks submit, so if everyone thinks the game is dead and it's not, I'll have nothing to do but move around.) [Well, my thoughts on the matter were that TPP was still hostage until she was returned to the Emperor... --THS]

Response: Having a look at rule 7 we see: '...no hostages currently held by the evil Longbeard...'. My spies indicate that mcv has defeated the evil Longbeard and has recaptured the princess, therefore Longbeard has no hostages. Regardless of what the intention of the rule was, it was worded this way, so, as mcv has 20 points, he is now declared the Winner!!!

Please move to the Department Store to collect your 4 million dollar gift certificate, then you may proceed to Swan Lake for your 2 week vacation. Please drop the Pouting Princess off at the Imperial Palace on your way!

Proposer: Tivol Proposed: 14 Nov 1994 Challenge: Accepted Proposal: I propose the Imperial Bureau of Investigation disclose the following facts about Longbeard: Those whom he defeats in battle become his hostage and are moved from room to room along with him. (Rule 33 still applies.) The only way the hostage can be released is when another player defeats Longbeard, thereby releasing the hostage, or when Longbeard defeats another player, as he can only carry one hostage at once and likes to keep his hostages fresh. The Final Ruleset

1. The decision of the Conclave of Lords (headed by The Imperial Emperor) is final. The Conclave of Lords shall consist of The Imperial Emperor and other players as the Emperor sees fit to appoint. 2. Anyone may propose a new rule or a change to an existing rule at any time.

3. All proposals must be sent via the World-Wide Web or Email to The Humble Scribe who will publish them and send them to The Imperious Emperor.

4. The Imperious Emperor will judge each proposal submitted and either accept or reject it.

5. A player whose proposal is rejected will lose one point if his score was more than ten and gain one point otherwise.

6. A player whose proposal is accepted will gain one point if his score was more than ten and three points otherwise.

7. If a Player has exactly 20 Points and there are no hostages currently held by the evil Longbeard, then that Player wins.

8. Points are taken to have been awarded at the time the proposal or report was submitted.

9. The Imperious Emperor may, at any time, modify or remove any existing rule or enact new rules.

10. Each submission will be numbered and a new rule will apply to all submissions numbered greater than or equal to its own proposal unless it specifies otherwise.

11. A rule may discriminate between players in any way.

12. The Humble Scribe will publish via the World-Wide Web the current set of rules, the current state of all proposals and decisions and the current scores of all players.

13. The Humble Scribe may rewrite a proposal to clarify its meaning, so long as this does not change its meaning.

16. Each player must chose one name under which to play. Submissions which, in the opinion of The Humble Scribe, originate from the same player, will be treated as such.

17. Any player may, at any time, with no effect on his score, submit a Point of Order to raise any issue relevant to the game.

18. If a player has submitted a proposal which has not been accepted or rejected and that player submits a new proposal, the new proposal will replace the old proposal. No points shall be awarded for the old proposal, either to the proposer or any seconders.

19. A player whose proposal has been published may not submit another proposal until proposals from at least two other players have been published.

20. When several rules apply at the same time and have different consequences then the rule with the highest number is applied first. Other rules may then be applied so long as they do not conflict directly with a rule that has already been applied.

21. The proposer of a rule that invalidates other rules gains one half a point for each invalidated rule.

22. The original proposer of an invalidated rule loses half the points originally awarded for proposing the rule.

23. A Player shall be anyone who has made a Proposal in the last month; if someone has made a proposal more than a month ago and none since, that person shall be called a Latent Player. Latent Players can't gain points for any reason, although they can of course submit a proposal in order to become an active player again.

24. Abolished.

25. A player can be The Gracious Favorite on the decision of TIE. TGF gains one more point each time one of his proposal is accepted, but loses half of his points when TIE rejects one of his proposal. TIE decides according to his own Royal Judgement to who he gives his Favour. If TGF has two proposals rejected in a row, he is no longer TGF.

26. All new players shall start in the Grand Central Square.

27. If a Player submits a proposal where, after all the possible bonus points are added up, the Player stands to have a higher total score after the proposal is rejected than if it is accepted, then the Player will receive none of the points normally awarded upon decision. The proposal still gets decided, however.

28. The number of points awarded for any action must be an integer. If the number of points to be awarded is not an integer, the number of points actually awarded will be the nearest even (i.e. evenly divisible by 2) integer.

29. A player must attempt to change location with each proposal. If unsuccessful, he receives only half the points he would normally gain for that proposal. Any point losses, on the other hand, are doubled. Reversing one's previous move is not allowed.

30. THS will tell a player which other players are at his current location and what it looks like.

31. No two players may have the same number of points if their scores are greater than or equal to ten. If a player gains points and his new score would equal another player's score, one additional point is added. If a player lost points to bring him to a tying score, then one additional point is subtracted. A player may not reach 20 points via this rule, if application of this rule would bring a player's score to 20 points then an additional point is added (if player was gaining points) or subtracted (if a player was losing points). This rule may be applied several times in any one proposal in order to satisfy the requirement that no players have equal scores.

32. Players may issue a Challenge to another Player with each proposal. A player may accept this challenge with his next proposal, i.e. Challenge , and Accept/Decline . When these two players eventually meet at a location, a DUEL ensues. The winner of the duel, will receive 3 points, and the loser will be deducted 3 points. The result of this duel is decided, by the difference of the two players scores each of which is added to a random variable i.e. 2D6 (two six-sided dice). The highest score wins, the random variable is rolled by the Humble scribe. The winner of this duel may not challenge the same player till he has dueled with another player. However, the loser, may challenge the winner again, and again etc.

33. A player must attempt to move to an existing location. If a player enters a location which is already occupied, he must transfer one point to each player who was already in that location.

34. All Experienced Players with a name with less than four characters gain 3 bonus points every time a proposal is rejected, to compensate these unfortunate subjects of the Greatest Ruler ever for the misfortune that they have such a short name, and thus resulting in a higher level of average happiness in your Illustrous Empire!

35. The Player who first moved to a Location must also send a description of that location to THS.

36. No player may move location unless at least 2 other players have moved location since his/her last move.

37. There are 24 locations within the empire. There are now 4 connections to/from each location. There are only 2 connections to/from the Imperial Palace. There are 6 connections to/from the Grand Central Square.

A player may move to a location by naming it or by specifying a direction to move (North, South, East or West). If there is no connection to a place that is named, then the move fails. A directional move will always work, as every location has a connection in each of the 4 directions. The one exception is the Imperial Palace from which you can only move Up or Down. The 2 extra directions at the Grand Central Square are also Up and down.

A map of all existing locations and connections is rumoured to exist, but will not be revealed to players.

Connections cannot be removed.

The names of all locations will be published, but not which locations are connected or who is where. THS will inform players whether an attempted move has succeeded or not.

38. All proposals must fulfill the requirements it would place on other proposals, or a penalty/boon of five points will immediately be levied upon the player.

39. Abolished.

40. I propose that players may apply for planning permission from TIE for the opening of a shop. In this application (which the TIE and THS only see) a player must describe where the shop is to be set up (1 per location) what it sells and the price. The cost of setting up a shop is 5 points. The shops will not be listed or what they sell. Only when you reach a location may you see what shop is there. The player gets half of the profits, the rest go to TIE. The cost of applying for planning permission is 0 points.

41. An experienced player is defined as a player who has a vowel in his/her name. Experienced players should be able to construct a name properly.

42. Every player must submit a proposal at least once a week, or lose 2 points each week, until they become a Latent Player.

43. At a cost of 1 point a player can ask THS to supply the name of his current location.

44. As soon as a player reaches a total number of points that's exactly one less than a prime number, that player gets 1 extra point, just because prime number are actually pretty nice numbers.

45. TGF has to propose a proposal at least twice every week, or forfeit the right to be TGF. TIE will then decide who the new TGF will be.

46. When points appear to be awarded simultaneously (more than one person in an occupied room, many experienced players getting points) the points should be awarded in this order: First and foremost, the original submitter of a rule, move, or point-of-order. Then, every other player earns his points in reverse alphabetical order. Each player must have a score that satisfies all rules (such as 31 or 44) before the next player is awarded points for the same action. In the event that some players earn points due to intermediate affects of another player's score, that second round of points is given after the first round is completed. (This won't happen often, but it is possible and should be cleared up.)

47. If a challenged player doesn't accept or decline the challenge with his or her first proposal since the challenge is published, the challenge is automatically accepted.

48. Any player who arrives at a point total above 25 points, gets a 10 point penalty. Any player to arrive at a point total under -5 points, get a 10 point bonus.

49. If a player asks for a description of his current location more than once without moving inbetween inqueries, no extra points will be deducted from his score. (This is to keep players who may find themselves with four or five extra points from deluging THS with requests.)

It is laid out with a large "horseshoe" bar with the tactical console on the back of it, and the command seats in front of it. Ops and the Conn are small desklike stations in the front, and science stations line the back wall. There is a large viewscreen at the front.
