Character creation is pretty much the standard Over the Edge system. Every character has three broad-based traits and a flaw, one of which is picked to be 'superior' (usually the central trait). The central trait is usually related to what you do. Indiana Jones would have 'Archeologist' as his central trait. The two side traits can be whatever you like, within reason. The 'superior' trait gets a higher score than the others. Pick a sign for each of your traits and your flaw; hopefully one that's visible to the other PCs. A PC with the flaw of paranoia might be looking over his or her shoulder the whole time.
Some questions about your character's background:
Were you born on Dziban? If not, where did you come from originally and why did you end up on an overcrowded planet with a terrible climate? (Basic details about Dziban: it was settled a long time ago so it has a very large population, the climate is temperate to cold; it has pretty much every industry except spaceship/hyperdrive building, but it really does medicine best).
If you were born on Dziban, have you ever been off the planetary surface?
How old are you?
Why did you apply to VTC in the first place?
What did you have that made them accept you? Were you entirely honest on your application?
What is your motivation in life?
Who is important to you?
Describe your character's appearance.
