+By the Bishops, the Clergy, and the Laity of the Protestant Episcopal\r
+Church in the United States of America, in Convention, this Sixteenth\r
+Day of October, in the Year of Our Lord One Thousand Seven Hundred\r
+and Eighty-Nine.\r

+This Convention having, in their present session, set forth =A Book of\r
+Common Prayer, and Administration of the Sacraments, and other Rites\r
+and Ceremonies of the Church,= do hereby establish the said Book: And\r
+they declare it to be the Liturgy of this Church: And require that it be\r
+received as such by all the members of the same: And this Book shall be\r
+in use from and after the First Day of October, in the Year of Our Lord\r

+It is a most invaluable part of that blessed "liberty wherewith Christ\r
+hath made us free," that in his worship different forms and usages may\r
+without offense be allowed, provided the substance of the Faith be kept\r
+entire; and that, in every Church, what cannot be clearly determined to\r
+belong to Doctrine must be referred to Discipline; and therefore, by\r
+common consent and authority, may be altered, abridged, enlarged,\r
+amended, or otherwise disposed of, as may seem most convenient for the\r
+edification of the people, "according to the various exigency of times\r
+and occasions."\r
+ \r
+The Church of England, to which the Protestant Episcopal Church in\r
+these States is indebted, under God, for her first foundation and a long\r
+continuance of nursing care and protection, hath, in the Preface of her\r
+Book of Common Prayer, laid it down as a rule, that "The particular\r
+Forms of Divine Worship, and the Rites and Ceremonies appointed to be\r
+used therein, being things in their own nature indifferent, and\r
+alterable, and so acknowledged; it is but reasonable that upon weighty\r
+and important considerations, according to the various exigency of times\r
+and occasions, such changes and alterations should be made therein, as\r
+to those that are in place of Authority should, from time to time, seem\r
+either necessary or expedient."\r

+The same Church hath not only in her Preface, but likewise in her\r
+Articles and Homilies, declared tho necessity and expediency of\r
+occasional alterations and amendments in her Forms of Public Worship;\r
+and we find accordingly, that, seeking to keep the happy mean between\r
+too much stiffness in refusing, and too much easiness in admitting\r
+variations in\r
+ \r

+things once advisedly established, she hath, in the reign of several\r
+Princes, since the first compiling of her Liturgy in the time of Edward\r
+the Sixth, upon just and weighty considerations her thereunto moving,\r
+yielded to make such alterations in some particulars, as in their\r
+respective times were thought convenient; yet so as that the main body\r
+and essential parts of the same (as well in the chiefest materials, as\r
+in the frame and order thereof) have still been continued firm and\r
+unshaken\r
+ \r
+Her general aim in these different reviews and alterations hath been, as\r
+she further declares in her said Preface, to do that which, according to\r
+her best understanding, might most tend to the preservation of peace and\r
+unity in the Church; the procuring of reverence, and the exciting of\r
+piety and devotion in the worship of God; and, finally, the cutting off\r
+occasion, from them that seek occasion, of cavil or quarrel against her\r
+Liturgy. And although, according to her judgment, there be not any\r
+thing in it contrary to the Word of God, or to sound doctrine, or which\r
+a godly man may not with a good conscience use and submit unto, or which\r
+is not fairly defensible, if allowed such just and favourable\r
+construction as in common equity ought to be allowed to all human\r
+writings; yet upon the principles already laid down, it cannot but be\r
+supposed that further alterations would be found expedient.\r
+Accordingly, a Commission for a review was issued in the year 1689: but\r
+this great and good work miscarried at that time; and the Civil\r
+Authority has not since thought proper to revive it by any new\r
+Commission.\r
+ \r
+But when in the course of Divine Providence, these American States\r
+became independent with respect to civil government, their\r
+ecclesiastical independence was necessarily included; and the different\r
+religious denominations of Christians in these States were left at full\r
+and equal liberty to model and organize their respective Churches, and\r
+forms of worship, and discipline, in such manner as they might judge\r
+most convenient for their future prosperity; consistently with the\r
+constitution and laws of their country.\r
+ \r
+The attention of this Church was in the first place drawn to those\r
+alterations in the Liturgy which became necessary in the prayers for our\r
+Civil Rulers, in consequence of the Revolution. And the principal care\r
+herein was to make them conformable to what ought to be the proper\r
+end of all such prayers, namely, that "Rulers may have grace, wisdom,\r

+and understanding to execute justice, and to maintain truth;" and that\r
+the people "may lead quiet and peaceable lives, in all godliness and\r
+honesty."\r
+ \r
+But while these alterations were in review before the Convention, they\r
+could not but, with gratitude to God, embrace the happy occasion which\r
+was offered to them (uninfluenced and unrestrained by any worldly\r
+authority whatsoever) to take a further review of the Public Service,\r
+and to establish such other alterations and amendments therein as might\r
+be deemed expedient.\r
+ \r
+It seems unnecessary to enumerate all the different alterations and\r
+amendments. They will appear, and it is to be hoped, the reasons of\r
+them also, upon a comparison of this with the Book of Common Prayer of\r
+the Church of England. In which it will also appear that this Church is\r
+far from intending to depart from the Church of England in any essential\r
+point of doctrine, discipline, or worship; or further than local\r
+circumstances require.\r

+And now, this important work being brought to a conclusion, it is hoped\r
+the whole will be received and examined by every true member of our\r
+Church, and every sincere Christian, with a meek, candid, and charitable\r
+frame of mind; without prejudice or prepossessions; seriously\r
+considering what Christianity is, and what the truths of the Gospel are;\r
+and earnestly beseeching Almighty God to accompany with his blessing\r
+every endeavour for promulgating them to mankind in the clearest,\r
+plainest, most affecting and majestic manner, for the sake of Jesus\r
+Christ, our blessed Lord and Saviour.\r

+<Concerning the Service\r
+of the Church>\r
+ \r
+The Holy Eucharist, the principal act of Christian worship on the Lord's\r
+Day and other major Feasts, and Daily Morning and Evening Prayer, as\r
+set forth in this Book, are the regular services appointed for public\r
+worship in the Church.\r
+ \r
+In addition to these services and the other rites contained in this\r
+Book, other forms set forth by authority within this Church may be used.\r
+Also, subject to the direction of the bishop, special devotions taken\r
+from this Book, or from Holy Scripture, may be used when the needs of\r
+the congregation so require.\r
+ \r
+For special days of thanksgiving, appointed by civil or Church\r
+authority, and for other special occasions for which no service or\r
+prayer has been provided in this Book, the bishop may set forth such\r
+forms as are fitting to the occasion.\r
+ \r
+In all services, the entire Christian assembly participates in such a\r
+way that the members of each order within the Church, lay persons,\r
+bishops, priests, and deacons, fulfull the functions proper to their\r
+respective orders, as set forth in the rubrical directions for each\r
+service.\r
+ \r
+The leader of worship in a Christian assembly is normally a bishop or\r
+priest. Deacons by virtue of their order do not exercise a presiding\r
+function; but, like lay persons, may officiate in the Liturgy of the\r
+Word, whether in the form provided in the Daily Office, or (when a\r
+bishop or priest is not present) in the form appointed at the Eucharist.\r
+Under exceptional circumstances, when the services of a priest cannot be\r
+obtained, the bishop may, at discretion, authorize a deacon to preside\r

+at other rites also, subject to the limitations described in the\r
+directions for each service.\r
+ \r
+In any of the Proper Liturgies for Special Days, and in other services\r
+contained within this Book celebrated in the context of a Rite One\r
+service, the contemporary idiom may be conformed to traditional\r
+language.\r
+ \r
+Hymns referred to in the rubrics of this Book are understood as those\r
+authorized by this Church. The words of anthems are to be from\r
+Holy Scripture, or from this Book, or from texts congruent with them.\r
+ \r
+On occasion, and as appropriate, instrumental music may be substituted\r
+for a hymn or anthem.\r
+ \r
+Where rubrics indicate that a part of a service is to be "said," it must\r
+be understood to include "or sung," and =vice versa.=\r
+ \r
+When it is desired to use music composed for them, previously authorized\r
+liturgical texts may be used in place of the corresponding texts in this\r
+Book.\r
+ \r
+Scriptural citations in this Book, except for the Psalms, follow the\r
+numeration of the Revised Standard Version of the Bible.\r

+<The Calendar\r
+of the Church Year>\r
+ \r
+The Church Year consists of two cycles of feasts and holy days: one is\r
+dependent upon the movable date of the Sunday of the Resurrection or\r
+Easter Day; the other, upon the fixed date of December 25, the Feast of\r
+our Lord's Nativity or Christmas Day.\r
+ \r
+Easter Day is always the first Sunday after the full moon that falls on\r
+or after March 21. It cannot occur before March 22 or after April 25.\r
+ \r
+The sequence of all Sundays of the Church Year depends upon the date of\r
+Easter Day. But the Sundays of Advent are always the four Sundays\r
+before Christmas Day, whether it occurs on a Sunday or a weekday. The\r
+date of Easter also determines the beginning of Lent on Ash Wednesday,\r
+and the feast of the Ascension on a Thursday forty days after Easter\r
+Day.\r

+ \r
+<1. Principal Feasts>\r
+ \r
+The Principle Feasts observed in this Church are the following:\r
+ \r

+All Saint's Day : November 1\r

+These feasts take precedence of any other day or observance. All\r
+Saints' Day may always be observed on the Sunday following November 1,\r
+in addition to its observance on the fixed date.\r

+All Sundays of the year are feasts of our Lord Jesus Christ. In\r
+addition to the dated days listed above, only the following feasts,\r
+appointed on fixed days, take precedence of a Sunday:\r

+The Transfiguration\r
+ \r
+The feast of the Dedication of a Church, and the feast of its patron or\r
+title, may be observed on, or be transferred to, a Sunday, except in the\r
+seasons of Advent, Lent, and Easter.\r

+All other Feasts of our Lord, and all other Major Feasts appointed on\r
+fixed days in the Calendar, when they occur on a Sunday, are normally\r
+transferred to the first convenient open day within the week. When\r
+desired, however, the Collect, Preface, and one or more of the Lessons\r
+appointed for the Feast may be substituted for those of the Sunday, but\r
+not from the Last Sunday after Pentecost through the First Sunday after\r
+the Epiphany, or from the Last Sunday after the Epiphany through\r
+Trinity Sunday.\r

+With the express permission of the bishop, and for urgent and sufficient\r
+reason, some other special occasion may be observed on a Sunday.\r
+ \r

+The following Holy Days are regularly observed throughout the year.\r

+have precedence over all other days of commemoration or of special\r

+Feasts of our Lord and other Major Feasts appointed on fixed days,\r
+which fall upon or are transferred to a weekday, may be observed on any\r
+open day within the week. This provision does not apply to Christmas\r
+Day, the Epiphany, and All Saints' Day.\r

+<4. Days of Special Devotion>\r

+The following days are observed by special acts of discipline and\r
+self-denial:\r
