Bring dist script up to date

Merge the spoolstats branch.
This introduces a new program, spoolstats, which generates an HTML
report on group volume etc by scanning your new spool.
There are also some .deb improvements.
New dependency: a C++ compiler.

Normalize leading blank lines in lynx output for lj2news.  It seems
some versions of Lynx don't send an initial blank line.

New lj2news --start-date option provides an earliest bound before
which articles will be ignored.  Contributed by Colin Watson

bzr2news --first determines where in the history to start.  Primarily
for debugging.

  New --preview option lets you see the news postings without having
