+Angelo arranged a vis-hunting expedition to the site of the former covenant at Stellasper. While locating the four sources of vis known to the Mercere that were on the islands, Johannes, Angelo, Maui, Robert and Fergus work to solve the mystery of what happened to the old Covenant and deal with a cabal of infernalist pirates who had set up on the islands.

+In addition, the junior council must now make a recommendation to the senior council on how to proceed. The Mercere have offered two alternatives: either accept 15 rooks of (form) vis as payment for the sources or share them in perpetuity. We believe we will be able to negotiate free use of their portals to speed up collection provided we were to make collections on behalf of both them and us; this makes life slightly easier since collectors could travel from Cambridge to Magnantrum (via Valnastrum and Harco) then set off for Scilly. In order, however, to make such collection safe, it would be necessary to establish a presence on the isle to deter further occupation by pirates. Nontheless, Johannes and Angelo agreed on the journey back to Cambridge that such an approach had merit, not least because of the value of the site itself. The covenant tower at Stellasper includes one intact laboratory in a magical aura of strength 6, and repairs to the remainder of the Covenant could certainly be made. The potential of such a site should be obvious; equally obvious is that we don't have the resources available to exploit it. Angelo and Johannes suggest taking this to Tribunal, possibly offering a short-to-medium term lease on the island in return for making repairs to it, with the caution that this may turn into a political hot potato given the situation between Blackthorn (who are the closest covenant to Scilly) and Voluntas. If we are going to do this, some kind of holding plan for the next three years is also necessary.
