   1 Voluntas is an energetic covenant in Yotkshire and at the forefront of
   2 political activity against Blackthorn.  Well, it might be safer to say
   3 that Julia is at the forefront; but she has the, sometimes limited,
   4 support of the others.

   6 Voluntas has a very good magical library that they are quite generous
   7 about allowing access to.   Copying texts out of it is more expensive
   8 though!

  10 Voluntas owns a parcel of land between Gislandune (Islington) and
  11 London[^1] that Julia intends to build a meeting place for the
  12 tribunal upon.  Her original plan was to house a religious order there
  13 to keep it; but this foundered at the 1215 tribunal against the
  14 argument that creating new religious orders was prohibited.  It seems
  15 likely that this plan will resurface in another form later.
