Prep v230: Add utmp support to make wall message to work properly.
logind: allow any user to request lingering We enable lingering for anyone who wants this. It is still disabled by default to avoid keeping long-running processes accidentally. Admins might want to customize this policy on multi-user sites.

Remove "to allow" from policy messages It carries no additional information and forces a passive sentence structure which is longer and harder to parse.
logind: bring polkit policy for hibernate in line with suspend/poweroff/reboot THere's no reason why hibernate should be better protected then suspendor poweroff, so sync the policies.
logind: if a user is sitting in front of the computer and can shutdown the machine anyway he should also be able to reboot it
logind: Allow active sessions to always shutdown by default Currently local user are being asked for an admin password when another user is logged into the system. This does not make sense as the user has the power to shut down the system anyway regardless if he/she knows the password or not (by pulling the plug, battery or whatever).
