1168 - The version numbers are independent of dpkg now, but all policy

1174 `Standards-Version.' This number is incremented with each policy
1175 change. The fourth digit represents the `patch-level,' which may
1176 differ between the manuals.
1178 If only the patch-level digit is incremented, no changes in policy
1179 have been made, except bug fixes and clarifications. Packages only
1180 have to specify the first three digits of the version number in the
1181 `Standards-Version' field of their source packages.
