USAGE
make-secnet-sites [-P PREFIX] [--conf] [IN [OUTCONF]]

The `-P' option sets the PREFIX string, mentioned below in
file from IN (defaulting to standard input), and writes a Secnet
configuration fragment to OUTCONF (defaulting to standard output).
