Security minister James Brokenshire confirmed the following<br>day that this was no April Fool - the Communications Capabilities<br>Development Programme would require ISPs and mobile network providers<br>to collect everyone's communications, all of the time.<br><br>The ninth Scrambling for Safety conference.
