RIPA - Scenarios

This list was originally created in 1999 to discuss some proposals for the 
regulation of cryptography, which eventually became the Regulation of 
Investigatory Powers Act. We did indeed manage to get some of the worst features 
of the Act fixed, mainly by joining forces with the LibDems and the 
Conservatives as it meandered through the House of Lords. At that time I wrote 
numerous comments, including some scenarios involving a cast of characters 
including Alice, Bob, Chase, Hazard and Plod.

That was all 20 years ago, and mostly reflected the state of the Bill as it was 
being discussed. But it is all still sitting on my website and is mostly out of 
date, especially as there has been a major Amendment of the Act since then. I am 
currently in the midst of a major rewrite of my website, since it is still 
hosted by the University of Manchester and I need to move it because they are 
tightening up access to their systems by people no longer on the University staff.

So I think I need to reduce the amount of it on the website, but some of it 
needs to be retained to record what went on at that time.

And so I invent members of this list to have a look at www.cs.man.ac.uk/~chl and 
to suggest what is worth keeping. The Scenarios are quite fun, but present day 
readers will be unfamiliar with the background withing which they were written.
