I was there when the first Mondex float was created - not in the room, 
but only a couple of doors through the partitions away in a large area 
of the then Goodmans Fields Data Centre. BoE, I was told, insisted that 
NatWest placed in escrow the same amount of real sterling (which was 
probably another electronic number anyway).

Francis, have you tried asking David Everett to advise you? He has for 
some time been working on the Canadian MintChip scheme, although the 
Wiki at http://en.wikipedia.org/wiki/MintChip says the scheme has been 
closed.
