It's not beyond the bounds of possibility for these data to be
released voluntarily (as happened in Amsterdam). I wonder what would
happen if I put an FoI request in for the dataset which the Highways
Agency supplied to the University of Sheffield? They are in quite a
difficult position as that have made strenuous efforts to pretend that
it contains no personal data and is therefor not covered by the DPA.
If they've already extracted it it shouldn't fail the £600 test.
