You don't even need access to the database. The range of possible
registrations isn't that much larger, and it will deal with fake
registrations as well.

(Hmm, how much larger is it? Let's see. The possible registrations are,
roughly:

    aa nnnn, nnnn aa, aaa nnn, nnn aaa, aaa nnn a, a nnn aaa, aa nn aaa
     6.25M    6.25M    14.4M    14.4M    302M       302M

The last set is 153M so far, growing at 14.6M per annum. So about 800
million at the moment.]
