To make sure they have any money in the account, I presume; they don't 
keep a running total on the card itself.

This is a bit of an issue, given that pre-paid cards are marketed to 
tourists at airports, and as a substitute for cash from various 
bureau-de-change, and the Paywave scheme on TfL is aimed largely at 
tourists (because UK-based regulars will have season tickets or 
Oysters).
