Why don't they just say "we're not going to prosecute" and have done with it?  Who on earth do they think they're kidding?

I think an interesting FoI request might be the number of man-hours worked on this case, broken down by months.  Because I bet it's zero, and they're hoping to compost the paper until everyone's forgotten about it.
