There is currently another petition - I don't know if this is any better
worded but it seems to identify a specific issue and suggest specific
resolution options:

You may struggle to get a third - I remember following posts on some forum
or other last year where a campaign team were trying to raise a petition for
some cause and the petitions "team" repeatedly rejected on grounds of
duplication (although I seem to remember that this was solely due to
misinterpretation of the subject matter by the petitions "team")
