But it depends who has the "key" to the black box (i.e. who gets to fill
in the parameters for the filter). It that is the ISP, then the other
communications, even if processed, have not been 'made available' to
outsiders.
Who actually provided the Blax Box is irrelevant (but if it said "made in
Cheltenham" on the outside there might be an obligation on the ISP to
exercise "due diligence" before trusting it).
