I may be naive but I'd assume the answer is in order to be paid for
doing so, and looking forward to being paid for redoing it.
I'm assuming it is being driven by someone who wants to build and sell
the system and has the ear of a current minister or two, rather than by
any need or de novo desire generated from government.
They may be reading the papers with a degree of alarm.
