We don't need this in the UK because it seems the Information Commissioner
is not tasked with oversight of DPI technology because this could be classed
as interception under RIP and therefore falls outside his remit.
The ICO is on record saying his office is only tasked with overseeing
Privacy in Electronic Communications Regulations (PECR) covering traffic
data (not *necessarily* DPI) and data protection legislation.
