The rate of multiple births has risen because of IVF, and those are almost
all non-identical.  I presume that it's still possible for a single
implantation to result in identical twins, but I assume that has the same
rate of `natural' identical twins.  IVF technique has improved, so fewer
fertilised eggs are being implanted; on the other hand, more people in
absolute terms are receiving IVF.
